Carnegie Music In Former Co-e Set Will Be Operated I Is To Be Open Mondi The Carnegie Music set li Women's Cafeteria in the old operated by N. Y. A. workers, i noon from 3 to 6 and on Mc Saturday evenings from 7 to 10. The "Music Set" consists of an4 amplifying phonograph and over a thousand records of classical music. It was given to the University two years ago by the Carnegie Founda tion for the purpose of developing an appreciation for fine music in the students. It has been temporarily housed in the Student Union build ing and, last year, in Flinn Hall. Professor W. S. Woods, of the Student Union Board, was instru mental in obtaining the set for the University. "I hope," said he yes terday, "that the set has found a final resting place." The room' in which the phono graph has been placed will be com pletely refurnished sometime in the noar future. A rug, lounging chairs, and several tables have been or dered, and should be installed with in the next few weeks. Also, the room may be accoustically correct ed and soundproofed if it is found necessary to do this. Special "preview concerts" will be a feature of the music set this year. Beginning next week, a con cert of the music to be heard on the various week-end symphonic radio programs will be given every Tues (lay night at 8 o'clock. Everyone is invited to attend these concerts. Art Department Has Exhibition Works Of State Fair Winners Are Displayed 'T'lie art department of the Uni versity of South Carolina has an exhibition in the art gallery of works of the students in the ama teur class who received first and second prizes at the South Carolina state fair. Article II-Officers and Organiza tion Section 1-The executive officers of this body shall be as follows: President, Vice-President, and Sec retary-Trtasurer. The President shall be elected from the rising senior acadenlic class, the Vice President from the rising senior iaw class, and tie Secretary-Treas urer from the rising junior law or junior academic class. Section 2-The President shall call meetings of the Student Body at such times as he may deem nec essary. Also any ten members of the Student Body, upon signing a petition to the Student Council, shall have the right to call such a meeting. The President shall pre side over all meetings of the Stu dent Body. Further, it shall be the duty of the President to give reason able notice prior to any Student Body meeting. He shall be ex officio chairman of the Student Council and shall discharge other duties incidental or pertaining to his office. Section 3-It shall be the duty of the Vi-e-President to preside in the absence of the President. Section 4-It shall be the duty of the Secretary-Treasurer to take andl preserve legible minutes of all Student Body meetings in a per manent recordl book to be provided for that purpose. In the absence of bo0th the President andl the Vice President, it shall be the duty of the Secretary-Treasurer to p)residle over Student Body meetings. Section 5-The Student Body shall have as a governing board a Student Council to be composed of fifteen (13) members to be consti tuted as follows: the three (3) Stu (lent Body officers, the Presidents of the four (4) academic classes, the President of the three (3) law classes, one representative from each of the four (4) Literary So cieties, such members to be dlefinite ly elected for that purpose, and one representative from the Co-ed Asso ciation to be elected for that pur pose. The Student Council shall meet on or before the second 'iTues (lay in October andl thereafter as often as they deem it necessary. This year's directory will be ded icated to faculty advisers Charles Franklin Mercer and Fred B. Rail. "The reason that the directory has not already been published is that the registrar's office was late in closing its records and school,was opened a few weeks later than usual this year." The directory, which is made pos sible by the business leaders of Co lumbia, will contain the names of the faculty members; the home ad (ress, campus address, telephone number, fraternity or sorority of every student enrolled in the Uni versity. Section 7-The Social Cabinet shall be composed of three (3) stu dents elected from the Student Body at large and two (2) faculty members to be appointed each year by the Student Council. The Stu dent Cabinet shall conduct such So cial Cabinet dances as the Student Activities Committee deems ad visable. Further, it shall be respon sible for the May Queen Coronation Ball. Section 8-The Student Body shall elect two (2) of its members to represent them on the Athletic Advisory Board. No member of the football squad shall be eligible for this office. Section 9-From and after the beginning of the school year 1937-38, no student shall be eligible for elec tion to the Social Cabinet or the Athletic Advisory Board. Section 10-From and after the beginning of the school year 1937 38, no student while in academic school shall be eligible for election to more than one of the following offices: President and Secretary Treasurer of the Student Body, Ed itor and Business Manager of the Garnet and Black, President of the Senior Class and President of the Junior Class. Article III-Nominations Section 1-All nominations except those for fay Queen shall be in the handls of the President of the Student Body by twelve (12) noon of the Thursday immediately pre cedling the first (lay of elections. Section 2--A Student B3ody meet ing shall be held on or before the Tuesday immediately preceding the first day of elections for the purpose of nominating condidates for the following offices: Student Body ofticers, Cheerleader, Social Cab inet, Athletic Advisory Board. Each class President shall, on or before the same day, hold a meeting of his respective class for the purpose of nominating candlidate for class of fices. Article IV-Elections Section 1-All elections shall be conducted by secret ballot and shall be under the supervision and con trol of the Student Council. Section 2-The terms of office of the successful candidates of the Spring elections shall begin with the opening of the first ser4ester of the year following the election. Section 3-The Student Body, Cheerleader, May Queen, Garnet and Black, Athletic Advisory Board, Social Cabinet, and academic class elections shall be held within a period of two consecutive weeks. Section 4-The elections shall begIn the first Monday in April subject to change by a two-thirds (2-:3) vote of the Student Council if holidays interfere. Notice of such change shall be given two (2) weeks prior to the (late set by the change. Section 5-The elections shall be held in the following order: Stu dent Body officers and Cheerleader on Mfonday and Afay Queen andl Garnet and Black on Tuesday of the first week; Athletic Advisory Board and Social Cabinet on Mfon (lay andl Class elections on Tuesday of the secondl week. If second races are necessary, they shall be held on WVednesdays and Thursdays in the same order. If a third race is necessary, the Student Council shall choose the most suitable, ob serving, however, Section 3i of this article. Section 6-Freshman Academic Elections shall be conducted under the supervision of the Student Council (luring the first twvo months of the first semester. At least two weeks notice of such election shall be given. Psychologists Meet Here Thanksgiving The South Carolina Society for Psychologists and Philosophers will meet in Columbia during the Thanks giving holidays. This society, which was organized three years ago, had Dr. Josiah Morse of the University of South Carolina for its first president. The Federation. Article V-By-Laws Section 1-Rules contained in Robert's Rules of Order shall gov ern the Student in all cases to which they are applicable, and in which they are not inconsistent with the Constitution and By-Laws of this Body. Section 2-Business may be transacted by a majority of those present in a Student Body meet ing. Section 3-Proposed amendments to the Constituion and By-Laws shall bo submitted in writing at a Student Body meeting and shall be read three times, no reading Within an interval of two (2) (lays friom the preceding reading. It shall re quire a majority vote of those pres ent to pass the first and second read ings. It shall require a two-thirds (2-3) vote of those present to pass the third and final reading. Pro posed amendments may be debated and amended only at the second and third readings. Section 4-This Constitution and By-Laws sh'all be incorporated in the permanent record book of the Secretary-Treasurer of the Student Body and permanent copies shall be preserved in the office of the Dean and in the University Library. It shall be the duty of Student Coun cil to keep these copies up-to-date with respect to amendments. Section 5-This Constitution shall be punblished in The Gamecock each year. That is the opinion of a Univer sity of Minnesota psychologist, Prof. Charles Bird, and he thinks some thing ought to be done about it. "After all, football players are like the rest of us," he says. "We do better when we get a little prai,e, I or when we can look ahead to vic tory. "Most football players are young and susceptible-about 19 or 20 years old on the average. They feel keen ly. I don't believe it does them any' good to have a coach point to noth ing but defeat. Like the rest of us, they need the 'success motive'." Air Conditioning Library Assembled Students And Public Can Use New Material An air conditioning library has been assembled by Prof. Charles Mercer for the use of University of South Carolina students and the general ptblic. "The air conditioning field is changing so fast that average ian in the industry doesn't have the tie or opportunity to keep up", says Professor Mercer. Anyone wishing to use the library must see Pro fessor Mercer and get the office key. No books will go out. The physics department has a membership in the American So ciety of Mechanical Engineers and the American Society of Heating an(d Ventilating Engineers. Pro fessor Mercer has all periodicals from these two societies on file. All publications of the American Society of Refrigerating Engineers are also included in the library. The department takes practically every current air conditioning magazin( available. All text books on the subject have been secured as they come out. The library is classified and cata logued. Over 1000 articles are list ed. The library has already been used considerably by )people out in town, says Professor Mercer.
