Carolinian C Proi Preamble All rules or constitutions heretofor passed or claimed to have been paftsec by whatever authority, are hereby re voked and declared null and void an of no affect or validity. ARTICLE I Publication Board I. The final control of The Care linian, exccpt as to powers herei: specifically delegated to the Busines Board, shall be vested in the Studen Board of Publications; composed c eight persons elected and selected a follows: A. Two representatives each, no members of The Gamecock or, Th Carolinian staffs, shall be elected b the Euphradian and Clariosophic litei ary societies from among their r? spective memberships. One represer tative each, not a member of Th Gamecock or, The Carolinian staff! shall be elected by the Euphrosynea and Hypatian literary societies fror among their respective membership! Each of the above representative shall have one vote on matters befor the board. B. The Dean of the School c Journalism and the head of the Ur dergraduate English Department c the University shall be regular inem bers of this board. They shall hav one vote each on matters before th board. II. No two students belonging t the same fraternity or club shall serv on the Student Board of Publication at the same time. III. Elections shall be held nc later than six weeks before the clos of the college year. Said elected rep resentatives shall take office im mediately. The term of office sha be one year. VI. The above board, being th same board having control of Th Gamecock, shall not discuss matter pertinent to The Carolinian at th same sitting during which matter pertaining to The Gamecock are cor sidered. ARTICLE II I. Only registered .students c the University who are members c a literary society are eligible to hoi any office on the staff, and shall b subject to all provisions herein em bodied in this constitution. ARTICLE III Ownership I. Each girls society shall b hereby vested with a one-sixth ownei ship, and each boys society shall b hereby vested with a one-third owner ship, of all property, real or persona or of whatever nature, now in th name of The Carolinian or to b afterwards put in the name of Th Carolinian. ARTICLE IV Editor-in-Chief I. One editor-in-chief shall b elected for each semester; said elec tion to take place as least three week before the commencement of term e* aminations. A. The new editor-in-chief mu< come from among the students wh have been or are associate editor and who will be seniors during thei term of office; and shall te elected a follows: 1. The system commonly known a rotation, shall be followed. The: shall be one female editor-in-chie followed by *wo male editors-ir chief, after w>- h the said rotatio shall comment ^gain. The rotatio shall start wi' a female ediitor-ir chief for thr _*cond semester of th school year 1 ,-1930. 2. The editor-in-chief then in oi fice shall have two votes; the cii culation manager and the busines manager then in office shall each hav one vote, to decide the recommends tion. In case of a tie, the decidin vote shall be cast by the Studer Hoard of Publication. 3. II. The recommendation, or recommen dations, shall be submitted to th Student Board of Publications, fo their approval before the recommen dation becomes a valid electior Should the Board decide to disap prove any of the recommendation they may do so and then proceed t elect a student from among those wh qualify for the position under tfhi constitution, and such election shal be final. III. The new business manager ' y must come from among the students s - who have been or are assistant busi- c, ness managers or advertising mana- , t- and shall not be held by any stue dent who will not be at least a junior r 3, during his term of office; and shall be 11 n elected as follows: n 1. Section II of Article IV shall apply. a >t II- The business manager shall e furnish a five hundred ($500) dollar ' bond, the form of which shall be ap1 proved by the treasurer of the Uni- r U versity, before he shall take office. a This bond shall be paid for by the 1 e outgoing business manager from the * e funds of The Carolinian. t s I?1- It shall be the duty of the c e business manager to attend to all the ? s financial and^ other business affairs of ' t- the journal and solicit advertisement. A. He shall keep an accurate book i account of all business matters. Said p r books shall be audited each semester 1 , by the treasurer of the University or p , such person as the treasurer may di- s rect or authorize, and said books shall t be open to the inspection or the edi- p tor-in-chief, the Business Board, or a committee from either of the four s societies at any and all times. r ARTICLE VI q e Circulation Manager o I* A new circulation manager t e shall be elected each year; said elec - tion to take place at least three weeks t '? before the end of the college year. c e A. Any additional members of n the staff, not exceeding five, shall be >f nominated by the new editor-in-chief f d and shall be submitted to the Student n Board of Publications for confirma>f tion, as provided in Section II of Ar- , tide IV. r g ARTICLE IX y I. In the case of vacancies oc:f curring on the staff or board, due to * y any cause not mentioned hereinbefore, d such vacancies shall be filled by s U special election conducted, as pro1. vided for in this constitution, three c s weeks after the occurrence of such t r vacancies. ,f ARTICLE X 1 Salaries 1- I. The first fifty ($50) dollars ( e per term left after the payment of all r contracted bills, shall be used for the - purchasing of property for The Caroi, linian. 1- II. From the Carolinian funds, if a s there be any remaining after pro- a o vision I has been complied with, the I o salaries provided for in this constitu- t s tion shall be paid, as near as possible f II 011 a pro rata basis. s III. Should there be any funds re- a e maining after provisions I and II of d d this article have been complied with, r e such funds shall go into the sinking - fund as provided for in Article XI. t IV. The editor-in-chief shall re- u r ceive forty ($40) dollars as a salary; 1< Be i ieties Action his with his medal and stationary to ^ onstitute his only personal renumeraion. The business manager shall cceive fifty ($50) dollars and fifteen 15%) per cent of all collected ad- c ertisement run in The Carolinian ( luring his term of office. The circulation manager shall eceive fifty ($50) dollars and twenty j 20) per cent on all collected sub- ( criptions running during his term of ) ffice from persons other than stu- ] lents. This with his medal and sta- ] ionary to constitute his only personal ( enumeration. Said medal to cost not nore than ten ($10) dollars. i ARTICLE XI ] Business Board i I. The business managers of The 1 Carolinian, The Gamecock, and the Jarnet and Black, with the treasurer >f the University and the director of Student Activities shall constitute a usiness board with the following towers: A. To receive all bids for the leting of any contracts for The Caro- , inian, and to decide to whom said , ontract or contracts shall be , warded. ( B. To fix all advertisement rates | nd subscription rates. C. To receive all surplus moneys, f there be any left after Article X las been complied with, the business nanagers books have been audited ind he has paid all the contracted tills made during his term of office, iaid moneys shall be turned over to he treasurer of the University, to be leposited in the savings department ?f a reputable bank, and there held n trust by him as a sinking fund. II. The moneys of the said sinkng fund shall be used only for the layment of deficits of The Carolinian, fhe Gamecock, or such other student lublications which the four literary ocicties established or assume conrol of. The trustee is authorized to tay these deficits as soon as possible. A. The trustee of the sinking fund hall be authorized to use the trust noney; (except as provided for in Section II) only as directed in a bill if petition from the Business Board o the four literary societies; which ill of petition shall be acted upon in he same manner as provided in this onstitution for the passage of amendnents. III. Should any one of the perons specified in provision I refuse o serve on the Business Board, the 'acancy or vacancies may be filled in he same manner as provided in this :onstitution for the passage of amendnents. ARTICLE XII Recall of Board Representatives I. Should any one of the four itcrary societies be dissatisfied at any ime with the policy of The Caroinian, its officers, or anything coniccted with the periodical, they may ;end a delegation to call upon the >oard to seek redress. Should the lociety be grieved by a refusal of relress by the board, or otherwise dissatisfied, the society may, after a fair tearing, recall its representative or epresentatives from the board by a wo-thirds vote. The society shall hen proceed, within one week, to the :lection of a successor or successors o the unexpired term. ARTICLE XIII Constitutional Amendments I. This constitution may be unended jn the following manner, tnly: 1. All proposed amendments hall be submitted to each of the four iterary societies, said societies meetng separately, and voted upon by hem. 2. A majority vote of the nembers in good standing of a so:iety shall be necessary to cast its lecision for the amendment. The de:isions of each society shall count one 'ote; three favorable decisions being lecessary for the passage of an imendment. 3. The said proposed unendment or amendments, along vith the time of the meetings of the ocietics for the purpose of acting ipon said amendment or amendments, hall be published in The Gamecock ind posted in three conspicuous places >n the campus at least one week prior o the holding of said aforementioned neetings. League has been acting as a cheerleader for 3 years and is head cheerleader this season.
