The Stud R'wised, 1928 Prepared (at request of Officers) for the Officers and Student Body by C. Ks Grimsley. ARTICLE I Members Section 1-All regular matriculates of and candidates for degrees in the Uni versity shall be members of the Student B6dy. ARTICLE II Officers and Elections Section I-The officers of this body shall be President, Vice-President, Sec retary and Treasurer; the President to be elected from the Senior Academi.k Class, the Vice-Presdent from the Se nior Law class; the Secretary an1 Treasurer from the Junior Law or Ju niJr Academic Class. Section 2-The Student Body shall have as a governing board a Student Council to be composed of fifteen (15) members to be constituted as follows. the President of the Student Body, the Vice-President of the Student Body, the Presidents of the four Academic classes, the Presidents of the three Law classes. the President of the Jiter-Club Associa tion, and one (1) from the Co-ed Asso ciation, and one (1) member from each of the four literary societies, such mem bers to be definitely elected for that pur pose. Section 3-Each class shall elect its officers in the spring for the following year on the day forr (4) weeks, next, preceding Commencement Day, elections to be effective with the opening of the succeeding session; provided, however that all classes save the rising Seniot Class, may hold their elections within two (2) weeks after the (lay fixed by this section. Section 4--Each class shall have the ofollowing officers: Pres:dent, Vice President, Secretary and Treasurer, and o Historian. d Section 5-The Freshman class shall at this election elect two (2) of its members, one to be a co-ed, to be mem g hers of the Honor Committee. The Freslunan Class shall elect its officers on the s'xth Saturday following their matr:culation. This election shall be con ducted by the Student Council, and shall he by secret ballot. Section 6--The Freshman Law class shall elect its officers on the fourth Saturday following (late of matricula tion. It shall at this time also elect one (1) of its members to be a member of the Honor Committee. Section 7-The Inter-Club Association and the Co-Ed Associat'on shall hold their elections in the spring within two (2) weeks after the day five (5) weeks, next p receding Commencement Day, such elections to he effective upon the opening of the sr-cceeding session. Section 8-The term of office shall he from the open'ng oi the session thru the final Commencement Day. Section 9-The Chairman of thme Stu der.t Council shall call a meeting of the council for the purpose of making nomi nations for upiper-class members of the Honor Committee. The above meeting shall he held during the third wveek iin Apri-l. The Council shall nom'nate two) (2) men amnd two (2) co-edls from each (if the three upper Academic classes and two (2) men from each of the upper Law classes. Witin a week after the nominations have been made they shall be arnounced and for three days follow ing such annot-cement, the Sttudent Body at large shall nominate as many addi tioral persons as it . sees fit. Within a week after nominat'ons are closed they shall be voted upon. There shall be elected froni the aforesaid nominees one m:m andl one co-ed from each of the three upper Academic classes ar.d one man from each of the two tipper Lawv classes. The members so elected shall themise:ves elect a chairman for the Hono or Committee from their number. The purpose of the rising Senior class (academpic) meeting shall he to make nominations for the Presidency of the Student Body; the purpose of the rising Senior Law class meeting shall be to make nominations for vice-president of the stt dent body; the purpose of the rising junior law and academic class mectir.gs shall be for each to make'nom inations for Secretary and Treasurer of the Student Body. All nominations shall be handed, on the day made, to the chairman of the Student Council, who shall announce them to the student bodv the following (lay. For three days foi lowing this announcement, nominatons may be made in writing from the stu dent body, provided five men second the nomiration. Within three days after nominations come to a close the Student Council shall conduct an election for the above officers by secret ballot. Every one of the Student Body shall have the right to vote in said election. In the event no candidate shall receive a na - j(trity at the said election, such addi tional elections as may be necessary shall he condrcted by the Student Coun cil at three-day intervals following the. first election. This election shall become effective in the election of officers i'n 1928 for the scholastic year of 1928-29. ARTICLE III Duties of Officers Section 1-It shall be the duty of the 'resident to preside over all meetin.,s of the Student Body, to announce the business before the assembly in the or der in wh:ch it is to be acted upon, tn inform the assembly when necessary, on poirts of order or practice pertinent to pending business. Also any ten members of the Student Body, upon signing a petition to the President to call a Student Body meeting, shall have the right to call such meeting -if the President refuses to do so. Section 2-It shall be the duty of the Vice-Presidert to preside in the ab sence of the President ; in the absence of both the President and the Vice. President, the duty of presiding shall -evolve upon the Secretary and Treas urer. Section 3-t shall be the duty of the Secretary and Treasurer to take and preserve legible minutes of all Student Body assemblies, to preserve and dis pense such funds as may come into his hands. Section 4-It shall be the duty of the Studert Council to conduct all necessary correspondence relating to the Student Body or to the interests of any member thereof. It shall be the duty of the Student Counc:l to transact all brsiness which does not by its nature necessitate the action of the Student Body in as senibly. It shall be the duty of the Student Council to conduct, by secret ballot, all elections in which every mem her of the student body is qualified to cast his or her ballot ; and it shall be the duty of the Student Cot ncil to an nounce the result of the said election. Section 5-The President of the Stu dent Body shall be ex officio Chai-rman of the Student Council. It shall require a two-thirds majority of the Student. Council to constitute a quort m; a ma jority of the quorum present shall he sufficient to conduct all business. ARTICLE IV Honor Principle and Organization Section 1-The Student Body takes it for granted that each student is a gentleman and a man of honor until he proves himself otherwise. It is the duty of each student to re port such hifractions of the Honor Prin ciple as came to his notice. The duty of judicial action upon infractions of the Honor Principle rests only upon the Honor Committee. Section 2-The Honor Committee shall be composed of eleven (11) mem bers, who shall sit in judgment upon all breaches reported. Section 3-It shall be necessary for at least eight members to sit in judg ment upon each case. No person shall n any way serve as a member of the Honor Committee unless regilarly elect ed thereto. Section 4-Upon any trial, a majorit i vote plus one of the members assemble] shall be necessary for conviction. Section 5-Any student convicted shail have right to appeal to the Student Body. Section 3-Proposed amendments and additions to the Constitution and By l.aws shall be srbmittcd in writing to the Student Body assembly and shall require these to be read three times, no reading within an interval of three days from the preceding reading. The propos ed amenn1.ent may he discussed only after the second and third readings. It shall require a two-thirds Student Body vote to carry the third reading. Section 4--The May Queen shall be elected the second Friday in April, the coronation to be held during the first week of May. Only Junior and Senior co-eds shall be eligible for the office of May Queen. Section 5-The cheer leader shall be eected from the Student Body the sec ond Tuesday in May, his election to he effect:ve during the srcceeding session. Section 6--This Constitution shall be t)uhlished no:t less than once each year in The Gamecock, and at a time during the early part of the first term.
