CoNSTITUTIO1 Tke following is the Constitution ni Honor Principle of the studet body of the University of South Carolina. Ev ery new student should make himself familiar with every paragraph and spe cial .note should be made of the amend ments following the by-laws: ARTICLE I. Members Section 1.-All regular matriculates of and candidates for degrees in the tniversity shall be members of the Stddent Body. ARTICLE II. Officers and Elections. Section 1.-The officers of this body shall be 1resident, Vice-President, Secretary and Treasurer: The Presi deht to be the president of the Senior Academic Class, the Vice-President to be the president of the Senior Law Clads, the Secretary and Treasurer to be president of the Junior Academic Class. Section 2.-The Student Body shall have as a governing board a Student Council to be composed of thirteen (13) members, to be constituted as follows: .the Presidents of the four Academic Classes, the Presidents of the Inter-Club Ais6dation, and' 6he (1) from the Co Ed Assooiatloh ahd one (1) member from each, of the four literary societies such members to be definitely elected for that purpose. Section 3.-Each class shall elect its officers in the spring for the following year on the day five (5) weeks, next, preceding Co*mmencement Day, elections to' be effective with the opening of the succeeding sessioni: provided, however, that all classes save the rising Senior Class, may hold their elections within two weeks after the day fixed by this section. Section 4.-Each class shall have the following officers: President, Vice-Pres ident, Secretary and Treasurer, and Historian. , , Section 5.-The Freshman class shall at this election elect two (2) of its members, one co-ed, to be members of the Honor Committee. The Freshman Class shall elect its officers on the sixth Saturday following matriculation. This election shall be conducted by the Stu dent Council, and shall be by secret bal lot. Section 6.-'he Freshman Law Class shall elect its officers on the fourth Saturday following date of matricula tion. It shall at this time also elect one (1) of its members to be a member of the Honor Committee. Section 7.-The Inter-Club Associa tion and the Co-ed Association shall hold their elections in the Spring within two weeks after the day five (5) weeks next preceding Commencement Day, such elections to be effective upon the opening i#f the succeeding session. Section 8-The term of office shall be from the opening of. the session thru the finial Commencement Day. Section 9.--WithIn two weeks follow ing date of matriculation the chairman of the Student Council shall call a meet ing of the Council fot the purpose of making nominatiois for the members of the Honor Committee. The Council shall nominate two men and two co-eds from each of the three upper Academic classes and two men from each of the two upper Law classes. Within a week after the nominations have been made they shall be announced, and for three dWays following such announcement the Student Body at large shall nomnate as mar4y additional persons as it sees fit. Within a week after nominations are c'osed they shall be voted upon. There shafi be elected from the aforesaid nom inees one man and one co-ed from each of the three unper Academic classes and nare man from each of the two upper I,aw classes. The members so elected shall themselves elect a chairman for the Honor Committee from their number. AR ICLN III. Also, any 4ten members of the Student Body upon sign ing a petition to the President to call a Student Body meeting shall have the right to call such meeting if the Presi dent refuses to do so. Section 2.-It shall be the duty of the Vice-President to preside in the absence of the. President: in the absence of both the President and the Vice-President, the duty of presiding shall devolve upon the Secretary and Treasurer. Section 3.-It shall be, the dity of the Secretary and Treasurer to take and preserve legible minutes of all Student Body assemblies, to preserve and dii pense such funds as may come into his hands. Section 4.-It shall be the duty of the Student Council to conduct all necessary correspondence relating to the Student Body or to the interests of any member thereof. It shall be the duty of the Stu dent Council to transact all business which does not by its nature necessitate the action of the Student Body in as sembly. It shall be the duty of the Stu dent Council to conduct all elections in the Student Body by secret ballot only nominations for which elections shall be made in Student Body assembly, and it shall be the duty of the Student Council to announce the results of said elections. Section 5.-The president of the Stu dent Body shall be ex-officio Chairman of the Student Council. It shall require a two-thirds majority of the student Council to constitute a quorum: a ma jority of the quorum present shall be sufficient to conduct all bhslins. Section 6.-The Chairman shall call meetings of the Student Coidell on the first Wednesday of each suhdol month, and at all other times that it may be deemed advisible. ARTICLE IV. Hbnor Principle and Organisation Section l.-'7lhe Student Body takes it for granted that each student is a gen tleman and a man of honor until he proves himself otherwise. It is the duty of each student to report such infrac tions of the Honor Principle as come to his notice. The duty of judicial action upon infractions of the Honor Principle rests only upon the Hon Committee. Section 2.-The Honor Committee shall be composed of eleven (11) mem bers, who shall sit in judgment upon all breaches reported. Section 3.-It shall be necessary for at least eight members to sit in judg ment upon each case. No person shall in any way serve as a member of the Honor Committee unless regularly elect ed thereto. Section 4.-Upon any trial, a majority vote plus one of the members assembled shall be necessary for conviction. Section 5.-Any student convicted shall have right of appeal to the Student Body. Section 6.-All proceedings shall be conducted in secret. ARTICLE V. By-Laws Section 1.-The trules contained in Robert's Rules of Order shkil govern the Student Body in all cases where they are not inconsistent with the Constitu tion and By-Laws of tlie Student Body. Section 2.-Business mnay be transact ed by a majority of those present. Section 3.-Proposed amendments and additions to the Constitution and By Laws shall be substituted in writing to the Student Body assembly and shall require three readirigs, no readings with in an interval of three days from the preceding reading. The proposed amend ment may be discussed only after the second and third readings. It shalt require a two-thirds Student Body vote to carry the third reading. Section 4.-.The May Queen shall be elected the second Friday in April, the coronation to be held during the first week of May. Only Junior and Senior co-eds shall be eligible for the office of May Queen. Section 5.-The cheer leader shall be elected from the Student Body the sec ond Tuesday in May, his election to be effective during the succeeding session. Section 6.-Tlhis Constitution shall be published not less than otte each year in The Gamecock, and at a time during the early part of the first term. The above meeting shall be held during the third week in ApriL Amend Article 2, Section 9, by adding at the end thereof the followini: Stu dent Body members entering as Fresh ,men at or after the beginning of the second semester shall be disqualified to vote in this election. This amendment shall not affect the election of upper-class members for the session of 1927-1928. -II.-Amend Article 3, Section .4, by striking out the rast sentence of said section and inserting in lieu thereof the 'following: It shall be the duty of the Student Council to conduct by secret ballot, all elections in which every mem ber of the student. body is qualified to cast his or her baflot; and it shall b the duty of the Student Council to an nouhce the result of said election. On the day six weeks next preced ing commencement the President of the rising academic class, the president of the rising senior law class, the preside6i of the rising junior academic class and the president of the rising junior law class each shall call a meeting of their respective classes. For three days following this announcement, nominations may be made in writing from the student body, provided five men second the nomination.
