Economy- Par Excellence?
Because he finds the appropriation "unnee%ssar y" an'!
because it "can be dispensed with" andl 'in the interest of
economy," Governor Johm G. Richards abolishes the lEx
tension Division of the University of South Carolina, and
dispenses with the administrative unit where'>y the 'citizenis
of the common:wealth utilize the serviov of the State
University.
The meagre ap9ronriation of $8,000, atuthorized by the
General Assembly, wotild scarcely have been sufficient to
carry on the work of this department. The taking away
of this mere pittance means instant death for the division
which is thme official agency through which the University
ofSouth Carolina serves individuals and organizations
oti eof its campus.
It has been conceded that the function of the State
University is three-fold: to teach the students on its cam
pus; to encourage and develop research work among its
faculty and student body; and to render to the state at
large such service, as may be consistently rendered by a
State University. The idea at the basis of the' Extension
Division is that through some form of organization the
advantages and influence of the university faculty, iibraries,
and laboratories should be made available to the greatest
number of people.
By the exercise of his veto power, the Governor not
only does the State University an injustice, but he deprives
the people of the State of South Carolinti of what is
rightfully theirs. The university student has all the ad
vantage and influence of the faculty, libraries and labora
tories, it is the person who cannot have these advantages
at first hand that will be most affected by the abolishment
of the Extension Division.
The Gamecock does not wish to imply that the Governor's
knowledge of the work and function of this department of
the University is not complete, but possibly a detailed ac
count of the activities of the Extension 1'ivision will give
to his Excellency a more comprehensive idea of what he
has wrought with his veto.
The Extension Division is responsible for the Univer
sity Weekly News, which is mailed, free of charge, t
anyone requesting it. It is the policy of the publishers of
this weekly news letter to make it a medium through
which faculty members and students portray South Caro
lina's history, literature, industries and resources. This
publication features South Carolina life and progress.
Articles from it may be found reproduced in many weekly
newspapers thruout the state.
Two bulletins are published each month by the Exten
sion Division. Their issues include studies of historic.
literary, educational, and economic interest as well as
announcements of the various departments and schools of
the University.
Through the Extension Division, the School of Educa
tion, in co-operation with other faculty members and mem
hers of the State Department of Education, will. uppn invi
tation of school officiais, make- surveys of couity, city,
and district school systems. Working through the Exten
sion Division, the School of Administration will advise
as to the hygiene and sanitary condition of a school plant;
the Department of Engineering will advise as to the plan
ning of school grounds; the School of Educatioi will give,
by correspondence, whatever information the resources of
the University will enable them to give.
Through the Extension Division, members of the U4u
versity will, upon invitation, deliver popular or technical
lectures, individual or in series, for schoo;s, clubs an:d
community centers. Through this department, faculty
members answer inquiries and requests for facts, informa
tion and advice upon any topic within their respective fields.
"High School Week," an annual institution, is held at
the University every spring. During this time the South
Carolina High School League holds its debates, declama
tion, expression, English, Latin, and stenography and type
writing contests, and track meet at the University. Cham
pionship high school games in football, basketball, and
baseball are staged on the University athletic field. The
Extension Division administers these activities under the
advice of the Executive Committee of the League.
Important social, educational, and political problems are
handled by the department through its Bureau of Public
Discussion. The Bureau furnishes the Package Libraries
to the people of South Carolina. These consist of news
paper clippings, periodicals, government documents, reprints,
books-in fact, all available material dealing in a well
balanced manner with different phases of a subject.
Club programs, play and pageantry service, debate mate
rial, declamation and expression service, home reading
courses, economic and social surveys are only a few of
the subjects on which the Extension Division stands ever
ready to supply information.
Is it economy to abolish a department of the State
University that renders such a varied service to the neople
of this commonwealth? Can the Governor suggest a more
economical way in which to give to people of the state
the advantages of the University that is supported by their
taxes? Can the high rchools of the state be reached in a
moure ecoromnical way with a service such as this is and
wvith a service as compacte as this is?
The Governor has iterpreted the meaning of the word
economy in a new andl novel manner. He has abolished the
Extension Division, the (pulse of the University of South
Carolina in the name of "economy".

Shoo, Flies!
Plies, more flies! Pleasant thought isn't it?
Residents of Burney College are constantly sending in a
stream of conmpaints about the multitude of flies that
continue to creep in the rooms with the first light of clay
and stay untie the light is turned off at night.
This unsanitary condition should not continue, especially,
when the cause is so apparet't. T'he stable for the Univer
sity, or the University emiployees wvould be a better termi,
has been built by the side of the building. In it is a place
for a horse and a cow, and around it is a chicken yard
picture the results.
Certainly this shows ani e.rtreme lack iof fores:ght: on
the part of those responsible, and something should be done
at once. Which is cheaper, to screen the building or mnove
the stable? Frankly. The Gam~eock would not say which
should he done, but actin must be taken at onuce.
