Article 1-Name.
1. This \ssociation shall be
known as the "Southern Intercolle
giate Newspaper Association.'
Artcle 2-Membership
1. The iembiers of the .\sso
ciation shall be ( I ) those papers
present at first annual convention,
who shall rati fv this Constitution
before June 1, 1921, and (2) such
other publication of Southern col
leges or universities as shall from
time to time he recommended bV the
Executive Council and passed by
a majority vote of the active mem
hers, this vote to be conducted by
the Secretarv-Treasurer I)v mail.
2. Those elected in the mianner
prescribed above shall he requirel
within a period of one month from
(late of election to perfect their
membership by paying the dues for
the year as designated in ly-,aws
and signing this Constitution ; and.
until they have complied with these
reqluirements they shall not he enter
ed upon the roll as active members
of the Association ; and the election
of such as fail to comply within
the specified time shall he leeiedc
void.
3. .\iembership in this \ssoci
ation shall be (yen to all collge
newspapers applearing at least twice
a month through the college year.
4. \lemhership in the .\ssoci
ation will he forfeited upon three
fourths vote of members in case of
failnre to comly1v with Constitution
and 1Iv -I,aws.
Article 3
Quorum anad Meetings
I. A quorum for the transac
tion of business shall consist of
a duly" authorized delegate from the
majority of the papers represented.
2. Tihe regular meetings of the
.\ssociation shall he held yearly,
under such regulations as the v
I ,aws provide.
Article 4
Elections and Officers
I. -ac paper shall hlave one
vote ill ali elections and( on all

successor all funds remaining in
his hands and all accounts and re
cords pertaining to his office.
Article 5
Amendments and Rules

By-Laws
Rule 1. 'The regular yearly con
vention of the Assoiciation shall be
held at such time and place as se
lected lbv the convention the pre
ceding year. or in case no definite
decision has heen made by that
body, at such time and place as
the Executive Council shall di
rect.
:ile 2. The speakers for the
convention shall be obtained hv the
Secretary-''reasurer, subject to the
approval of the President.
Rule 3. I,ocal arrangements for
the annual meetings shall be in the
hands of the local committee.
Rule 4. The yearly dues shall
be five dollars ($5.00) and shall
be paid within one month after the
regular annual convention. T'le
rmornev thus collected shall be dis
buhrsed under the direction of the
l'xecuitive Council and shall be used
to dlef ray the incidental expenses of
the organiz.ation and the expenses
incurred in securing sp)eakers
fo the annual convention.
Rule 5.Special assessments
may lie levied by three-fourths vote
oif the active members.
Rule 6. l'ach member paper
shall appoint an intercollegiate news
editor. It shall be the dluty of this
edC(itoir to communicate with the
news requiremlents of his paper to
his assoiciate intercollegiate news
edlitors as far in advance as possi
ble and to furnish each associate in
tercoillegiate news editor with what
ever news the latter reqhuests.
Rule 7. lEach paper shall place
all the members of the Association
upon11 its mailing list.

Along the Snow Covered Walks

DELIVERS ADDRESS
At the 136th commencement of
the College of Charleston, the Old
est college in South Carolina, )r.
Yates Snowden. head of the De
partment of Historv at the Univer
sity, delivered the annual address.
)r. Snowden is an alumnus of the
College of Charleston and was the
guest of honor at the alumni meet
ing held afterwards.
It is interesting to note that
among the graduates of the college
is included a woman-the first in
the long history of the institution.
Who Lost?
A (Iruggist found a live dollar
bill on his way home from the store
and he gave the bill to his wife to
do some marketing with the next
day ; the wife gave it to the butcher
for meat purchases; the butcher
.wed the paper dealer a bill of five
dollars, and this bill paid it ; the
Paler dealer, in putting ill) his pay
roll, enclose(l t he bill in the office
)ov's envelope - the boy took it
hote an(l gave it to his mother;
neeling an umbrella, the mother
sallied forth bright and early on
1ionday mtorning and bought it
with the live dollar bill ; the umbrel
a man on his way home that night
stol)ped at the store of the druggist
who had originally found the bill
Ind bought a couple of boxes of
:andy, handing the druggist the
tforesaid bill. A fter the umbrella

the discovery that thme bill was
