NOTED SOCIAL WORKER
ADDRESSES STUDENTS
Dr. Edward T. Devine,
known by his books and lectur
es as one of the greatest social
workers in America, was heard
last Thursday by a crowded
and interested audience in the
university chapel.
Dr. Devine's talk had to do
miainly with the three fields of
interest with which the social
worker deals--poverty, disease
and crime, and the cure of the
ills that revolve about these
three.
Three discoveries have been
made by social workers, accord
ing to tDr. Devine.
First, that alms are not a cure
for poverty and that the only
cure lies in efficiency, which is
to be secured only by a well
rounded education and the de
velopment of a gneration of
people who are self supporting
because they are capable.
The second discovery he
claims is that drugs can not
cure disease. Dr. Devine said
that while surgical operations
and such treatment will prob
ably always he necessary, that
the various diseases that beset
the human race can be elimi
nated only by the development
of habits of personal and social
hygiene. There must be a
health idea in the community
Dr. Devine says, like that of the
ancient Greeks or the ancient
Jews.
The third discovery he said,
is that crime can not be cured
by jails. Crimes can be cured
only by the development of a
law abiding spirit In the people.
They must be taught a respect
for personality, and instinctive
desire to obey the rules of the
game. Crime waves are to be
expected after a war, Dr. De
vine safd, but such a condition
may be increased by stupid
treatment of offenders.
Dr. Devine believes that short
term jail sentences should be
done away with and said that
he looks forward to a penal sys
tem including three important
factors. These factors are, a
place of observation where an
offender may be kept from one
to several months to be studied
and placed in one of two insti
tutions. If the offender proves
capable of being taught, he
should be placed in a school; if
he proves to be irreconcilable
to society, he should be placed
in a hospital.
