CONSTITUTION ADOPTED BY DEBATING COUNCIL Rules of All Contests Held at the University Laid Down in Compact Form. Article I. Section 1. The name of this organization shall be the De bating Council of the Univer sity of South Carolina. It shall consist of six regular members to be elected annually; two members of the faculty, to be elected by the joint assembly of the Clariosophic and Eu phradian Literary Societies, two members of the Clarioso phic Society and two members of the Euphradian Society. Sec. 2. The president of the University shall be ex-officio chairman of the Council; there shall also be a secretary of the Council to be elected by the Council at its first meeting. Article II. Section 1. The Debating Coun cil shall have complete supervi sion over all inter-collegiate contests in which the Univer sity takes a part, the Roddey Medal Debate, the Gonzales Oratorical Contest, and all other contests not under the superivsion of the individual societies. Sec. 2. All medals given in. the contests supervised by the Council shall be purchased by the secretary and presented to the winner or winners as soon after the contest is held as is possible. Sec. 3. The expenses of the Council shall be borne by the Clariosophic and Euphradian Literary Societies, except in the case of the purchase of medals by other parties or from other sources, and in the case of the expenses of the triangular de baters. Article III. The secretary shall receive and attend to all correspon dence for and in the name of the Council, announce queries and dates of contests as soon as possible after selection of same, receive and pay all bills for and in the name of the Council, and perform any other duties of his office that might arise from time to time. He shall notify all members of the Council when and where the Council is tc meet and shall have the authority to call a meeting whenever he dleems it advisable or necessary. Article IV. The Roddey Medal Debate shall be held on the second Fri day night of December each year. The query for debate shall be selected and an nounced by the secretary not later than October 10. The Clariosophic Society shall be entitled to one represetative on each side (aflirmative and negative) and the Euphradian Society shall be entitled to one representative on each side. The names of the four debaters must be in the hands of the secretary of the Council at least two weeks beforethe final contest is to take place. This debate shall be open to all stu dents of the University who are bona fide members of the literary societies. The individ ual societies shall determine the methods of procedure to be used in selecting debaters for the contest. Speakers in the final debate shall be limited to twenty-five minutes, not more than seven minutes to be used on the rebuttal speech. The best individual debator shall be declared winner, and no member of the faculty or any one connected with the University in any way whatso ever shall be allowed to judge. Article V. The Debating Council shall conduct an annual debate with the University of Florida and the University of Tennessee. The query and date for the con test, as well as all other detail, shall be arranged each year by the debating councils of the three universities. All bona fide members of the University are elegible for this team. The team shall consist of four de baters who shall be selected as soon as possible after all ar rangements for the contest have been made. The names of all contestants as well as the side they intend to enter must be turned in to the secretary of the Council not later than two weeks before the contest is to be held. The Council shall set the date and place for the con test. Speakers in the prelimi naries shall be limited to ten minutes. Article VI. The Council shall also ton duct an annual debate between the academic students of the University, the Citadel and Clemson. All arrangements shall be left to the councils of the three institutions each year. All undergraduate students of the university not registered in the law school shall be eligible for this debating team. The team shall consist of four de baters wvho shall be chosen in' a preliminary contest to be held as soon as possible after all ar rangements have been made. All contestants must submit their names and the side they intend to enter to the secretary of the Council not later than' two weeks before the contest is to be held.
