CONSTITUTION OF STUDENT ASSOCIATION Plan Adopted Last Year Governing Student Activities. ARTICLE I. Section 1. This organization shall be known as the Student Associaton of the University of South Carolina. Its purpose shall be to coordinate the vari ous campus activities and to provide a standard method of financing these campus activi ties, all of which shall be in corporated into this organiza tion. Sec. 2. The various members of the association shall con tinue to be governed and oper ated under the constitution and rules in operation prior to the organization of the Student Association except in such cases in which these constitu tions and rules are in conflict with the constitution of the Student Association. ARTICLE II. Section 1. Every student reg istering at the University, omit ing special students, shall be required to pay a blanket fee of eight ($8.00) dollars each semester to the treasurer of the University to be divided by the treasurer of the University among the various members of the association as follows: Per Year. Section 1. All business of the Association, including the dis tribuition of the sinking funds shall be transacted by the Executive Committee of the Association. Sec. 2. The Executive Com mittee of the Association shall consist of: the president of the student body, who shall be ex officio chairman of the commit tee, the student body represen tative of the Athletic Advisory Board, president of the Ath letic Association, the business manager of The Garnet and Black, the business manager of The Gamecock, the Business manager of The Carolinian, the student chairman of the Social Cabinet, a repnresentative o+- the Euphradian Literary Society to be elected for one year by the society, a representative of the Clariosophic Literary Society to be elected by the society for one year, a represerntative of the Young Men's Christian Associ ation to be elected for one year by the Young Men's Christian Association, and one member of the faculty to be appointed for one year by the President of the University. All elective mem bers of the Executive Commit tee shall be elected at the first meeting of the various organi zations each year to take office immediately following their election. Sec. 3. Each member of the Executive Committee, shall be entitled to one vote and no man shall represent more than one organization on the Executive Committee. Should any man under normal conditions be the natural representative of more than one member of the Asso ciation he shall be allowed to choose the one member which he desires to represent and the various organizations shall then elect other men to fill the vacancies so occasioned. Sec. 4. The Executive Com mittee shall be empowered to elect a secretary of the Commit tee, the secretary to keep a complete record of the meet ings of the committee. Sec. 5. The faculty represen tative on the Executive Com mittee shall be the treasurer of the Association and shall have charge of all funds of the Asso ciation and all funds entrusted to the care of the Association. The treasurer shall be subject to the same rules and restric tions as govern the' managers and treasurers of he various members of the Association un der this constitution. The treas urer shall disburse no funds ex cept at the order of the Execu tive Commitee. Sec. 6. The necessary ex penses of the Executive Com mittee shall be borne jointly by the various members of the Association. Sec. 7. The chairman of the Executive Committee shall be empowered to call a meeting of the committee whenever neces sity warrants such a meeing or upon the special request of three members of the Associa tion. Sec. 8. Any member of the Association shall have the right to appeal to the student body on any action of the Executive Committee and two-thirds the members of the student body present at the meeting of the student body shall be sufficient to overrule the action of the Executive Committee. Sec. 9. The Executive Com mittee shall meet regularly once each year to distribute the sinking fund when such is nec essary. ARTICLE IV. Section 1. The sinking fund shall include, in addition to the one dollar and fifty cents ($1.50) apportioned it under Article II, all surplus funds left over at the end of the year with any of the members of the As sociation, provided that this clause shall not effect any gifts intended by the donor for any special member of the Associa tion. These surplus funds shall be turned over to the treasurer of the committee by the various managers or treasurer (in of fice.at the time) two weeks be fore the second semester exam inations. Any manager or treasurer can by the unanimous consent of the Execuive Com mittee delay the handing over of his surplus when such is necessary or advisable. ARTICLE V. Section 1. Each manager or treasurer using funds under the Association shall be required to make an itemized report to the student body immediately after the expiration of his term of of fice, provided that this report be. made not later than two weeks before the second semes ter examinations unless delayed with the unanimous consent of the Executive Committee. Sec. 2 The president of the student body, the representa tive of .the Euphradian Society on the Executive Commitee, the representative of the Cla riosophic Society on the Execu tive Committee and the treas urer of the University shall comprise an auditing committee shall have charge of the audit ing of all reports to be sub mitted to the committee one week prior to the formal report to the student body. Sec. 3. This constitution may be amended by the action of two-thirds of the members pres ent at any meeting of the stu dent body provided that the proposed amendment has been read twice in regular meetings of the student body, the first reading to be no less than two weeks prior to the formal pas sage of the proposed amend ment. Sec. 4. Article II can be amended only with the consent of the Board of Trustees of the University.
