organizations for the administra
tion and supervision of schools."
This committee recommends the
creation of a state board of edu
cation, whose duty it shall be to
select the state superintendents
of education, fix his salary and
give him such assistants as he
he needs. It further recom
mends a similar arrangement for
the respective counties of the
state.
Dr. Claxton, national commis
sioner of education, was in at
tendance, and made two notable
addresses. In one of them he
pointed out the remarkable prog
ress which the South has made
in education during the last 14
years.
The estimated illiteracy of
South Carolina white children
between the ages of 10 and 20
years is 6 per cent. Mississippi
has reduced hers to 3 per cent.
South Carolina cannot afford to
lag behind her neighbors.

Road Expert Speaks.
Wednesday morning at chapel,
Mr. Winslow of the United
States Good Road Department
gave an interesting talk on the
"Economics of Good Roads"
"There are two things we can
not escape in this world," said
Mr. Winslow, "death and taxes."
He made the statement that we
pay more for bad roads than we
do for good ones, and showed
the many ways that the farmer
pays for bad roads. He said
that the building of good roads
raises the price of land because
people can get out to see the
property more easily. Good
roads also improve land value.
Many examples where the land
value was increased were cited.
Mr. Winslow continued, edu
cation is retarded as a result of
poor roads. Many school chil
dren are unable to attend school
as a direct result of bad roads.
The development of a county de
pends upon the development of
its roads.
He concluded with the request
that every student at the Uni
versity advocate good roads in the
community in which they live,
as the future developnent of our
State depends upon the young
men and women of the State.
