AN APPEAL TO TIIE CITIZENS.
To the Citizens of Fairfield:
I have already shown you that the
Legislature had deposed judges noted
tor their legal abilities and high moral
character and replaced them with men
vastly inferior in learning and reputation,
and in one instance at least,
by a man whom I have heard denounced
in tha State House, in the
corridors of the hotels, and along the
streets a* the most accomplished
trickster, outside the regular profession,
that ever sat at a card table. I showed
yon that they had less justification
even from a political standpoint, than
the negroes, carpet-baggers and
"scalawags" had, for all the judges
were Democrats in <;ood political
standing. I pointed out to you that
this had never been done before in
South Carolina until the advent ot;
negro rule; and how we denounced if, J
and fought against it under t be glorious
Hampton in '7$. .Do you realize, my
deluded countrymen, that through our
representatives we are perhaps indi
vidually acting the part ot the "scala
wags," the most despicable character
of me three? for it is the commonest;
maxim of law and common sense, I
which teachc> that who docs an act;
through ano;her commits the offense
himself.
Think this matter over in your quiet
moments ar.d ask yourselves if this is
_ ? the proper position for the descendants

hospitality ar.d patriotism, and the
women for their graces and virtues."
But this is not all, and I shall

Do you realize the villainy of the
redisricting bill? Mauy of you have
* never read it. I will give you some
information I obtained recently from
some of tlie "faithful." The redisricting
bill places Charleston with j

where there is a negro majority ot i

election of a rice field negro to repre- j

as much for the punishment of Charles-1

held in greater contempt than the j
negroes or curpct baggers. If they j

"scalawags*' ourselves if we fail to
repudiate their acts?

DEATH OF MRS. S. S. COLEMAN.
Feasterville, S. C., Dec. 28. - We
arc having a very quiet Xraa^ in J his
section. I am pained to chronicle the
recent death ot Mrs. S. S. Coleman,
which occurred on the twenty-seventh
inst. Surrounded by sorrowing relatives
and friend*, she passed quietly
away.
Mrs. (J?I?rean possessed uiany
amiab'e qualities that made her a host
of friends, &nd (hose by whom she
was b.'st known, will be most grieved
by this untimely dispensation. After
a painful illness ot several months she
obe\ed the final summons for which
we are all listening, and which none

GentlemenEnclosed are certain
resolutions passed by the Key West
Board of Trade on the 4th inst., a
reading of which will show you their
scope and meaning. It is scarcely necessary
to urge upon you the great importance
of actiou in. this matter, as
you will at once see the wisdom of
the movement. From July to October,
West Indian cyclones are a constant
menace to the Gulf aud Atlantic coasts,
more particularly the Gulf and Southeastern
States, and every effort should
be made to placo th'e West India service
of the United States Weather
Bureau on a sound basis. Individual
boards have passed resolutions without
effect, and it now becomes necessary
to take broader action in organization
and thus compel recognition. Cities
in the interior of coast States should
be just as much interested as those on
the immediate coast. It is sincerely

Whereas, During that period of each
year included between July 15th and
October 25th, known as the "hurricane
months," tropical storms, frequently
of great violence, develop within the
tropics over the West Indies and Caribbean
Sea, sweep northward striking
the Gulf or Atlantic seaboard,
causing incalculable loss to both life
and property in the States bordering
on the Gulf of Mexico and the Atlantic
Ocean, as illustrated during the
season just passed, on August 27 at
Savannah, Ga., and Beaufort, S. C.,
and Oct. 2d at New Orleans, when
thousands of lives were lost and
property to the amount of several
millions of dollars destroyed, and
Whe:eas, Since these tropical cyclone^
develop and move under certain
natural laws, it is possible, in
most cases, to give ample warning of
their approach if sufficient and timely
reports are received from the West
Indies. While recognizing and approving
the efforts of our National
Weather Bureau in this direction, it is
known that this valuable service is
hampered through lack of means to
place the West India service on a
proper footing. It is, therefore,

boanl that every effort should b? made
to have Congress appropriate a sufficient
amount out of the Natianal
Treasurv to re-organize and perfect
