The delay of the committee on
rules in reporting to the House is a
just canse for the minority to kick.
It is reported that Blaine will resign, j
His son Walker helped him a great deal, j
and it is thought now that Walker's
i
death and failing health will force a !
resignation.
Ruskix. the great literay critic of J
England, has lost his miiul. There !
is something peculiarly awfu! in the j
ruin of a human mind, and especially !
so when it it is a mind, from the lubes j
of whifch many great thoughts a re ;
sent out to live forever.
Mr. G. II. McMaster has a very j
. timely article iu ? st Monday's Xetcs :
and Courier, in which he deplores the
enormous destruction of woodland. '
He says that it is due to the cutting j
down of the forests that it has now j
to work the low i
bottom 1 inds, and suggests as a remedy !
the enactment of a law such as obtains j
in Germany, making it a misdemeanor
for one to needlessly cut down his .
timbar. The article has a great deal j
in it and is well worth consideration, j
Speaker Reed, when the right of j
demanding tellers came up before the j
house 011 Tuesday, showed that he was i
7 |
a'most bitter partisan, and looking a
little below the furtuce, it can be seen ;
that he contemplates running the J
affairs of the nation according lo hist
own arbitrary power. It was upon a j
motion to adjourn that Mr. Bland call- j
ed for tellers after the Speaker had de- :
? . . - - i .i. //*m : . !
ciarea me motion tost. ".mere i*> ;iu t
provision for tellers" said the Speaker.
Any school boy in an ordinary debating
society would have known the .
right to demand tellers, in the absence i
of any conventional law to the con- |
trary, existed by geuer.il parliawen- j
tary law. The truth is Mr. Reed ."nd i
his republican majority knew it. We
snppose the majority will continue to j
rule the raeuority without rules. The !
country, however, is making a noto of!
thu action so close akin to czarism.
Southern Journalism.
Prof. It. Means Davis has c, very j
interesting article in the January nutn-1
ber oi the Centenary on "Southern i
Journalism." lie deals with the work ;
or'the press on a very high plane, and :
argues with great force ihe great good
the press has'done the South. It has
been a peculiar need of the South, j
"Owing to the war, a large number of j
"our citizens were unable to secure j
"the blessings of schola*ti?: and coile- j
"giate training when fresh manhood j
"wuie upon them, and ofttimes, in |
"the mere bloom of adolescence they j
"were hurled into the shock of battle; 1
7 j
"while since their return to peaceful j
"pursuits th? y have been compelled to j
"pass their days in action instead of j
"contemplation. The rising gene- j
"ration, also, are largely debarred }
'e r i\.? * 1 /-? f ?iA^n Ifl i? o/l n _ !
"iroui lllit CIIJU\uiviu. \JI U'ginai cvtw"cation."
Tiie press, therefore, has
been an e>semi.d to the South. He
meets the often heard argument against
newspapers became they expose the
vices of socU'tv and "in consequence
"of this the world grows worse
"daily," by showing that by casting
shades of light into dark holes of vice,
fhe foul and filthy elements must constantly
recede until li.iailv vice must
draw itself within a narrower space.
The fact that evii is exposed causes a
stimulant to reformers to speed their
work.
In speaking of the responsibility of
the press, Prof. Davis' words of aclvice
arc sound. "The press must realize
"the duty devolving upon it. It must
"realize i's potency for good and evil.
"* * A paper should preserve a high
"moral tone. It should be the con
"serrator, not the destroyer, of so"ciety.
It should be the slave of no
"man. JU_ should fearlessly rel>uke
"wrong, but should never debase it"self
by becoming a rehiclc for billingsgate
or vulgar abuse."
We hare great respect for the judgment
of Prof. Davis,and hi? encourageing
words to the country papers of the
State and his commendation of them
to the people as deserving jheir support
should be highly appreciated by
the country press. It is unquestionably
true that the county papers can't
succeed in becoming engines of progress
for the counties unless they are
supported by the people. Not only
must the thoughts of the press be appreciated
and acted upon, but financial
support is a most vital requisite.

BLACKSTOCK.
January 25th Quite an interesting
event, occurred hT our little town on
last "Wednesday, the 22nd inst.,: it
was the marriage of Mr. Ii. E.
Browne to Miss Sallie E. Simpson.
Mr. Browne is originally from Anderson
County, but, for the last two years,
he has been in charge of the depot at
this place. By his genial manners, his
courteous and gentlemanly bearing,
and his strict attention to the calls of :
his business he has made many warm
friends among our people, and those |
who know his bride best can extend
to hiui their heartiest congratulations
fur having one for his own such a
prize in the so-called "matrimonial
lotteryThe marriage ceremony
impressively performed by ihe groom's
uncle Rev. Sidi Brown of Columbia,
assisted by liev. Wiggins. took
place at the residence of the j
bride's mother and was witnessed by !
a few friends. Just after the ceremony
the bridal couple were escorted
to the depot by a number of friends
and relations, who saw them off on the
north-bound train for a trip to Washington.
The negro exodus from these parts,
which was mentioned in last week's
JNEWS AND HERALD, UUS J10t U(it'll |
seriously felt as yet, though of course !
some have gone whom we might have ]
wished to keep in our midst. It is
reported that another crowd will leave
in February.
The sale of the farm products and
personal property of the late Mrs. S.
M. Mackorcll which took place 011
last Friday was well attended and
very fair prices were realized. The
family circle out there is now
broken up, three of the boys going to
AVinnsboro, one to Atlanta, and Miss
Pet coming to live with her father's
family at this place.
Cotton has been coming in right

Messrs Editors: If the fanners of our
country, who have been conducting i
their farming operations in a way to j
obtain the largest yield per acre of the j
different crops planted, would make |
known through the columns of jur ;
paper the result of their experience, j
it would benefit your farmer readers j
much more than an agricultural col- j
leire of anv discretion. Everv fanner j
o . A I
of close observation will adopt that j
plan of conducting his farm which he \
finds from varied experience the j
most successful and he will often find |
the experience of others, if made j
known, will incline him to change his j
plans, in some respects, to his advan-1
tasre. Farming is often conducted iifi
[
a way with 110 subtautial reason to
support it. To illustrate, I heard a
farmer of experience 011 noticing the
early cotton maturing the fruit much
sooner than the late, last fall, remark
<;I always plant early, but next year 1
intend to plant earlier' as if next year
a siudliar drought would occur during
May and cause the late planted cotton
not to come up till June. I have been
told a successful farmer living not far j
distant savs healwavs makes the best 1
crop by planting early. One of the !
most successful of my acquaintances |
informed me that late planted, crops j
give him the best yield: and that he J
rarely commenced to plant before the :
first of May which i presume in both j
instances was tested sufficiently to
decide and the quality of soil made
the difference. I have written articles
which were published in your paper
_
giving; my expcriencc generally as to
the peparation of land, thee to
plant and cultivation of crop, and 011 !
bringing it to a further test the past ;
two year- have changed in some respects
from the course hitherto pursued
particularly in its cultivation.
I propose in a future article to indicate ;
in a summary way a general course to '
adoi)t which will, in the majority of
instances, I believe, be followed with
the best result. I will close hoping
some of our farmers will respond to
the suggestion made. .j. m.
