School Commissioner.
Some of onr exchanges have expressed
themselves, editorially, that
the office of school commissioner
should be abolished and his salary i
?' fund. If is I

argued that the commissioner has
nothing to do except sign \r\y certifi
cate^, and tint his work could be
equally effected by trustees, who
wonld charge nothing for their services.
If these things were true then the
office would be useless, but there
are certain nccessarj matters in connection
with our public schools which
we believe can only be properly attended
to by a commissioner. Tne
school commissioner must, in the first
place, visit the schools in his jurisdiction
as often as possible, lie must
note the method of instruction and
the branches taught, and giye recommendations
in the art of teaching as
may be practicable. He mnst acquaint
hOm ? himself with the character and condi4
tion of the schools, noting any deficiencies
in government, in classification
of pupils or in instruction. Ee

ventilation, etc., and shall suggest
to the board in districts what

It shall be his duty to aid the teachers
in all proper efforts to improve themselves,
and he shall encourage the formation
of such associaiions as look to
their improvement. These are the

Ii is easv to see that these duties arc

both numerous and difficult. Where
they are properly carried out they
would easily take the whole time of

by district boards. We have patriotic
citizens, of course, who take great
interest in public schools, but their
other bnsitjess would prevent them
giving that time to the cousideratioa

above are of the greatest importance
to the schools; neither can it be doubled
that if left to the district boards

however, to watch developments, and
we feel satisfied that this will be-done
and that our Department of Agriculture
will not commit the State to any
immigration scheme which will be run

Free Wool.
Mr. Russell, of Massachusetts, in
tbc course of a specch on the tariff,
last Wednesday, in the House of
Representatives, called attention to
the fact that the wool crop of the United
States amounted annnallv to only

statement of protectionists there were
2,000,000 persons dependent on wool
growing. If that were true the crop
was not large enongh to support the
growth
Wool was the only agricultural
prodact that had no export value,
because the foreign manufacturer did
not want it. The price of wool depended
on the prosperity of the men
who bought the wool and manufactured
it.- "If those men were prosperous

fair price, but if not the price of "wool
