W. J. Urns tees are laid down, to wit: That Lesides the duties and powers prescribed in other portions of this Act, the trustees shal] ifove au thority and it shall bei tht^T Hull , BiW, to provide suitable atjhbc! houses, to make the same comfortable, paying due regard to any school house already built, ‘hr site . .procured, as well as to othep iclrcmuata nces properoto be con sidered, so as best to promote the edu cational interest of tlieir respective school districts. It is to be presumed when trustees accept the appointment they will see to it, thaty go section of tlieir school district shall suffcv, but will locate school houses wherever children are (o be found to attend school. Your section is more fortunate than many in the county, for you have a trustee in your midst who will cer- tainlv attend to his immediate locality. I would therefore suggest thftjt the citizens make application, thrbi\gii this trustee, to the botird of trustees, and I have no doubt the. maUjer will be satis factorily arranged. It will be remembered, the act passed by the last General Assembly reduced Miss Sue Lemmon, and Mr. H. B. McMastcr and Miss Sallie Coleman. Mr. Robertson had some affection of • * v the leg and foot, which is supposed caused or hastened his death. He was in Ins seventy-first year, and left, at his death, % widow and one son. Mr. Robertson lived an humble tint long and useful life, and his end will be sincerely mourned by ail who knew him. i r •* Bcrned to Death. —A little negro child was accidentally burned to death upon the plantation of Mr. Thos. P. Mitchell, in the Brice section of the county, during the early part of last week. The child was left in the house alone, where a fire was still bunniug, and it is supposed that it crawled into the fire. No one yvQs in th® dwelling at the time, and the chiid, horribly charred and dead, was, several hours afterward*', discovered upon the hearth stone. The Fee BVi l for a “Goon Time”. —Hugging parties for the benefit of churches arc all tjie rage in-some coun ties in Virginia, say*, the Panville Register. Tastes differ in this world, and the fee bill above given won’t suit all classes, of course, but this can be remedied by special agreement. The Fair,.—The State frair opens to-day and promises a week of much enjoyment to visitors And great bene fit the agricultural interests of the State.* Extraordinary, preparations have been made for a splendid a^d ex haustive display of Ottr varied, indus tries, and every care has been taken (or the arcommodution of the many visitors expected in Columbia this Vffffik. A number of horses and other stock, have been taken down from Winnsboro and throughout the county, and Fairfield will be eqnally as well and as fully represented in the other departments. Wednesday and Thurs day will be the principal days and large delegations from the Boro will doubtless go down on those days. The ball, remember, will be^pn Thursday night. Every one should go some time during the week. ■, An iNTEtu^giNe case of Importance in some respects and of public interest was tried on Thursday ft>to idstiee ftcii. Tbe action was stamps were sold at this office; and during October of this year, under the two cents letter law, 7,907 were sold, making a difference in the number of letters mailed in one month’s time 3,586. These figures are significant in that they afford proof that the business of this office is increasing rapidly {vary month and that the reduction in post age has resulted beneficially to opr people. In September qf this year, the last month of the three cents post age law, 3,613 of those stamps were sold here. It is pretty generally be lieved that the reduction of postage lias decreased the sale and use qf pos tal cards, but the statistics at this office disprove the position. In Octo ber of last year 2,603 postal cards were sold at this office,' -for the correspond ing month of this; rear 2,916. The facts and figures given are interesting, as showing the effects of the old and new law upon the business interest of our community. Li l ’ •-—=— • Official Pay.—TheJ'grand jnry of Richland county, in their presentrn^t at the Teceift term of thc’Court cf General Session?, recommendad among other things tne increase of pay of the country treasurers and auditors. The suggestion and recommendation of this representative body af Richlanders strike us as sensible and timely, and we arc prepared to join with theqi in their efforts to increase the salaries of these officers. The duties arc onerous and the responsibilities are great in both cases, and it is certainly but just and equitable that they should be pro portionately comppnqgtqd. Their sala ries are now small and insignificant, and we might say scarcely, sufficient to supply their huiiilies with the general comforts of life. We are not unfriend ly te retrenchment and reform, to an ecqnomical administration,, qf the af fairs of the government, hnt we are openly and avowedly hostile to the somewhat prevalent, notion in South Carolina that public officials, however honest and Competent, should be made to subsist upon half rations. South Carolina owes it to herself as well as to her public functionaries to se5 that they arc paid eqqedly as well as the same ability and skill would command in the affairs of private life. .The county treasurer and auditor of Fair field county are exceptionally profi- iu ordpr that Fairfield county may maintain the reputation which she lias throughout the State. As to Yonr second interrogatory', Hie school commissioner has no authority under the lav/ to locate, build school houses or employ teachers. These matters arc left entirely to the-trustees. I would be glad if there could be a school housei 1° every community, so that the children could avoid the long walks, which many have to take dur ing the school term. In portions of the county some .have to walk three miles, which is prefty trying op tyiem; but not having the funds, how cuii this be remedied? ; Several-iic\. r school houses have been built in ihfs county. When ihe school district b id the funds to appropriate, without interfering with the running of the schoo’.spthe trustees very easily appropriated the extra funds iubuild- ipg'new*‘find repairing obi school houses, so tIpit the teacher and children might be comfortable. ■: The trustee^,are well acquainted with the locality, (lie number of childrenfttb go to school, and ! have no doubt ivill ^ atid a general favorite with the see-to it that “fair play and justice” - - will be meted out to all.
