Messrs. Editors:
issue rtf your paper I noticed a call
ufion the chairman for ffn explanation
or a plan to prevent the retention of
hooks out of the reading room longer
than the time prescribed by the rules.
1 am glad that some notice lias been
taken of the practice, and I hope that
vour squib on the subject will attract
the attention rtf delinquent? and ren
der them more careful in the future.
This borrowing of books, however,
and retaining them indefinitely, or
altogether, is of no recent date, and
has always been a source of complaint
in societies ours, and even in pri
vate life I be , ir r persons object to lend
ing their books, on account of the ill-
treatment they receive and the risk
they incur of never getting them back.
I will illustrate this by stating that
some time ago I lent one of my jour
nals which contained a piece which I
thought would be interesting and
amusing, to a netrspaper etfffot, who
is supposed never \o forget, and neith
er-aiiicie nor journal ims ever appeared.
The moral is, tittlf if an editor can
forget, then we ought not to be too
severe rtn the laity. But if I remem
ber correctly, there has been a provi
sion made for this very contingency.
There is a book and pencil provided
with the names ot-all the journals and
newspapers indexed and pages headed,
and any one taking out a journal or
paper is requested to write his or her
name, and date of taking-'the same;
and the date of its return; and it irta
part of the duty of th£ treasurer to
see that this obligation is performed,
and if neglected, to collect a'fine of
twenty-five cents per weefc-for the time
the journal ii - * retained. So that you
will perceive, Messrs. Editors, that if
there has been any dereliction of duty
the treasurer is the one in fault. But I
Hope that Chi*' matter will regulate
itself and the patrons of the Society,
impressed with the benefit they derive
themselves from the use of the books.
