To illustrate more forcibly tbc oper
ations of the now tariff upon cotton,
Mr. D. It. Flcnuikeii, of (bis place,
shipped from this point to New Y’ork,
some time sinefe, 92 bales of cotton, for
the freight on which he paid $338.24,
while the same amount shipped under
the old tariff would cost him $281.52,
making a difference between the new
and the old the aggregate sum of
$50.72 to the credit of the former.
These arc a tew among tiio many in
stances that might bo given of the
damaging changes that have been
made.
Tito audacious legislation under
which the new order of tilings lias
been marshalled into existence, was
no doubt intended to benefit the grct.t
masses of the people—the Legislature
evidently thought so, otherwise there
could have been no possiblc’excnse for
such an interference with llie right of
private property.
But now, in the light of recent de
velopments, with the work of the
Commission in cold type before us,
arc wc not safe in saying that the toil

arc suffering and will suffer, and
grievously too, from the work of the
Railroad Commission. For the.errors

Quietly and without comment wc
have listened to the well-grounded
complaints from almost every county
in tho State against the recent tariff
regulations of the Hailroad Commis
sion. We do not share in any imputn
lions upon the honor and integrity oh
the gentlemen who compose the Com
mission, but wo are prepared to show
by hard and stubborn facts, that so
far as Winnsboro and Fairfield county
are concerned, the new order of
tilings has brought about no silbstau
tia! relief to our people. On the ' con
trary, when the figures aro given, it
may justify the assertion that affirma
tive injury lias boon done the various
industries of the county, for which
there is but little promise of material
remedy.
With the vlevf to just and intelligent
criticism upon the so-called “reasona
ble rates” of tho Board of Commission
ers, w« have interviewed the repre
sentative merchants of Winnsboro, and
obtained from them tho relative
charges under the old am! new regime
and llto general effects upot 1 the buri-'
ness of the town and the interest of the
county. We have before us tho rela
tive rates of charges from New York,
Philadelphia, Baltimore, Richmond
and* Charleston to this place, but wc
give figures simply from Charleston,
as fully illustrating the changes made
and the observations we propose to
make.
For first-class freights, from that
point prior to September 15th, a charge
<>773 cents jier hundred pounds was
made as against the present charge of
91 cents per hundred pounds, a differ
ence of 17 cents; second-class stands
81 to 6« in favor of the old tariff; third-
class 60 to 56 in favor of the old;
fmlrth-class 57 to 48 in favor of the
old; fifth-class 44 to 48 favor of the old,
and the sixth-class 8»to 40 in favor of
the new tariff, (this-last includes

Messrs. Editors: Called upon by
some aged' and practical planters to
give my views on the probable product
iionot the present crop in a newspaper
article, I herewith do so with some
degree of difidcncc, as I know tiny
will not harmonize with agricultural
reports. I have noticed, since the Lt
of May, every little shower we have is
hailed ns a good rain. Well, it is so
far as it goes. These isolated’sections
that have been favored witli occasional
rains are no proof of anything but a
short erbn. The moisture is soon
cvaporntoit, being only partial.
Now as to my views. I have con
versed with many old and practical
plnnteis in Newberry, Lexington,
Laurens, Union, Spartanburg, Fair-
field, Edgefield and other counties,
and they agree that not a half of a crop
cf cotton can bo gathered in those
counties. They report, as to corn,
from a peck to twenty bushels to the
acre—the latter on low lands. They
say alt average of five bushels—twenty
percent.—to the ante. They also put
down the cotton crop at forty per cent.
I have it from reliable sources that in
many portions of our Slate not more
than a bale of cotton can be gathered
on twent v acres. 1 asked .ok an avor-
