The scheme for giving national aid
to Southern schools, as se£ forth in the
article from the New York /Sun, pub
lished elsewhere, frill! of course meet
with strong opposition from every
friend of education in this section. The
plan would undoubtedly prove an en
tire failure. The national school sys
tem would soon become nnotlicr means
of rewarding political hacks and place-
hunters, and we should have as teach
ers and school- officers hut an addition
al (Jorps of the grand army of office-
hffiders. Such a 1 measure would prove
disastrous to the educational interests
of the South. The only feasible plan
is Ibt Congress to appropriate the
money to be expended by and under
the central school authorities in each
State,
time, the opportunity and the necessi
ty for Mr. Tilden’s identity with a
movement for a renoiniimtion of the
ticket which was elected by the peo
ple, but denied by their tribunes in
1870, is new at hand.” Tile recent

than it seemed to have a few months
ago, “and Mr. Tilden has certainly re
cognized (he significance of Mi*. Hen
dricks’s changed plans, compelling
him, as it does, to face a responsibility
now which he has heretofore been ~

run.” “It would be impossible,” says
Mr. Tilden’s friend, “for that gentle
man at this time to stand in the way
of a general or organized demand for
a historic vindication of the great
wrong and injustice perpetrated by the
installation of Hayes as President.”
In short, “Mr. Tilden is not a candi
date; this is absolute, but it is equally
absolute that if a demand should arise
spontaneously, and the convention
should renominate him, he will not
repeat the personal plea presented in
his great letter to the Cincinnati con
vention declining the nomination.”
The hall is not set in motion by Mr.
Tilden or his friends, hut “Mr Hen
dricks has at last arisen to a sense of
the true Democratic issue, and the
movement must he worked out in this
way.” Mr. Tilden “will have no
bureau nor accredited start', and will
make no personal effort whatever in
the coming campaign.”
Mr. Tilden, according to lii< friend,
does not regard the legitimate duties of
the presidential office as so arduous.
As to the present Chief Magistrate,
Mr. Tilden 4 ‘is inclined to think that
Ids labor is in a large degree gastro
nomic, and the strain is mostly on his
waistbands.” “A practical business
administration from the highest and
most intelligent standpoint—and lids
would certainly he Mr. Tilden’s aim—
would present an executive almost tis
passive as the great seal of England.”
Having due regard to the concurrent
jurisdiction of the legislative and judi
cial departments, his policy and his
acts would he far more acceptable to
the country, if stable, restrained and
conservative, than if lie had a turmoil
of passionate and heated partisanship.
In answer to the question, “Is nyt Mr.

said: “He is old enough to appreciate
wise counsel and wise enough to direct
a judicious adiniuistration, lie is ten
vears younger than Thiers was as a
statesman, O’Couor ns the leader of

Black as a jurist, or Fred. S. Winston
as tlte master of the greatest financial
institution in the world.”
Mr. Tilden’s friend does not attach
any importance to Mr. Kelly’s opposi
tion, but predicts that Kelly will
the foremost and the most earnest
support of the ‘old ticket’” in dtic
time.

It is hardly to be expected nowadays

contested. The late Mr. David M.
Chaurtecy, of Brooklyn*, seems to have
teen afflicted with this eccentricity.
By a will made some years ago lie left
his property to the children of one of
Ids brothers. The will is now con
tested by other nephews and nieces
not mentioned in the document, on the

pacity. As proof of his insanity wit
nesses have testified" to the strange
conduct of the testator on a trip to
Europe during the'year in which the
Will was made. From this testimony
it appears that he “delivered a speech
at a sardine dinner on board the
ship;”, always paid for things that he
ordered; wore a diamond pin, and
often said it was a very fine one;

quently; drank “wine and champagne”

A scheme for affording the assistance
of the general government to the
Southern States iu establishing schools
seems likely to be proposed by the
Republicans iu tiie next Congress.
"ing to our esteemed contem

Republicans are, to a considerable ex
tent, pledged to this policy, and that
journal discusses various plans for
carrying it into effect.
The method which it evidently pre
fers is “for the Federal Government to
appropriate a liberal sum for the pay
ment of teachers to bo selected under
Federal supervision, and to be supplied
without cost for a certain number of
years for such new schools or such
extension of schools already formed,
as may be provided by States in which
illiteracy exceeds a fixed miiiHiunn
ratio.”
These teachers are to'be selected by
a competent commission upon a com
petitive examination, and are to devote
themselves only to instruction in ehy
inentary studies.
> Even if We concede that it is within
tlie constitutional power of the national
government to appropriate money for
pnrposes at nil, there are
serious objections to any scheme which*
involves the establishment of a new
and large body of Federal office-hold
ers. It is a step in the direction of
centralization. Every one of these
teachers would soon look to the gov

support and continuance in office; and

corps ot place-holders scattered all
through the South, through which'
some expert politician at the head of
the educational department could al-

ence.
