On on, Jno. J.iNell, Esq., was called * ftft'air,lL'i»d Mr. Jno. 8. Reynolds ested to act as secretary. The. rman stited the object of the meet- fas set/orth in the published call, ig that tlie portion of the streets heeding f&patt* is' tlie northern of Congress SWet. H. ster thonglit that we ibukt nlti- resort to macada.aiziug—the blan l»eing the cheapest in the long McDonald agreed with Mr. Mc- sr that the b&l method would be leapest in the end. In order to the matter formaMy before the Ing, he offered the following reso- Conncil authority jo issue these bonds ?” Mr. A. 8. Doiiglass thought it a bad idea to go in debt. Under the to* n charter it was expected thfet all ex penses should be met by the taxation there authorized. He thonght that it was beyond the power of the Council ■■ e proposed bonds, and doubted if, under the circumstances, they cohid be sold at any price. Mr*. ^Reynolds thought that before committing itself to the proposition embodied in Mr. McDonald’s resolu tion, it would be best fbV the meeting to get full and definite information as le the cost of the work 'desired, and SHSffend for the present ‘’any decided action in 'the matter, fie Suggested tlltt the form of Mr. McDonald’s reso lution ^e modified to meet this view. Mr. McDonald explained that the pnrposcof his resolution was not to have the Council proceed at once to issue bonds (for life himself doubted its authority to do so) but simply to express it as the scusg of .this meeting that the sum named In bis resblivtlcn slnf’.ifd bfe expended in improviwg the streets—to be raised in snob manner as might be most practicable and expe ditious. Dr. W. E. Aiken expressed bis sur prise upon tins meeting being called. It wasof the duty of the Intend- ant and Council to look imer the streets. The office of tlie former was one of work, and under his supervision a good deal might be done in an ecxinomical way. There are difficul ties in the way. of issuing, bonds, or of spending money, iniiny’lWNln, for any great improvement of the streets. It might keep the town in jjebt for twen ty years. The portion of road in front of Mr. Williford’s residence might be put in fair condition bv the work of a few hands.' It was not wise, he thoit^nt, to make any CgVef.t expendi ture upon this part of the s)Vc#s, to the exclusion of other portions perhaps as bad. In somqplaccs, from their pe culiar tbpograplty, constant work would bo necessary—macadamizing would not accomplish the desired re sults. At all events, be thought that we should proceed slowly iu the mat ter. Mr, J. M. Beaty said he thought the trouble in Whinsboro is that we move too slowly in everything. Sometimes we move so slowly that wc neVer go on at all. The road leading into the ftbrHicl'n end of town is in a wretched condition—so bad fTiat wag ons at times cannot pass over jt. In this way trade is kept away from the town—(rado coming from a very large and important territory. oiject in improving the roads is to bring trade to the town and keep it. In this all are deeply interested. The chairman suggested that though the Council cannot issue bonds without special authority from the Legislature, yet, in the opinion of the corporation counsel,-.it is competent for it to bor row the neccessary money—going in debt for this purpose, jugt as lias been done in the purchase oftltfe steam fire engine. Mr<*0. II. McMaster said he was in favor of raising m meg, in some wav, to repair the road alluded to by Mr. Beaty, as necessity may demand. We cannot wait to^et atithori^ from the Legislature. The necessity exists wow, and we mfist meet it. We must raise the money to do the work. Dr. Aiken said be was not opposed to progress and improvement, but nfe thought it best to procioit cautiously. The plan idggested by Mr. McMaster appeared to him improc’lrable.- MivD. R. Flciiuiken hojod the mat ter would not be needlessly put ofl. He thought something oiigfit to be done right away.' ■ • Mr. Cummings agreed with Mr.' Flenniken, but thought that no action should he taken till full estimates and othtfr information be procured. When the work is done it should be done thoroughly. After some further discussion Mr. G. II. McMaster offered the following resolution f . , Besotted, That It is the sense c(f this Aeetrtgj'tlmt the Town Council borrow mone^So InipriW? Copgressstreet, between College street arid the railroad crossing north of the town; and thaj the Council be requef ted to obtain estimates of the ed&t of such ii.yn;bVeinent, ipd'to furnish the nec essary Information St a meeting of the citizens to be called hereafter. Mr. McDonald withdraw Ids resolu tion. * Mr.’ A. 8. Douglass moved te’amend' Sir. McMuster’p resolution by striking out the words “borrow mdlifey”—so that tho resolution would convev t8 Council simply the judgment of the meeting -fW the street should be W- prdVed, without any expression as*to the raising of the necessary funds. The amendment was lost. Sfr. J . G. McCants thought the reso- lonoii too indefinite iu its language, ft |feem'ed to’ convey to Council the Tilithbfily-,' frofVi this meeti ig, «to pro- cfeetT at once to liorrow monev. He , j • , . j * thought this should be made plainer. Mf. Mackey offered an amendment to tho resolution,' 'to the effect that Domicil be requested take no steps as to rpise money, till the furtlj^r tfc- tlon of the citizens'. 3tlr. McMaster accepted the amendment. The resolu tion as amended was tiieh J adbpted by an almost unanimous vote. The meeting then adjourn#!,' stit)- ject to thfe call of the Towh’Council. DRS. J.'
