Celebration.—The session of the
Blackstock High School was closed on
flune 14th, and a very creditable enter
tainment was given pn that night. The
.exercises were in declamation and a
musical concert participated in by the
‘pupils p.f |4ie school.. On the 15th inst.
a very enjoyable picnic was given in
the grove near Blackstock.
A Good Record.—We are gratified
to learn that our young townsman,
Mr. M. W. Doty, has ,made the best
record in mathematics ot Any member
of his claes, scoring 9.83 out of a pos
sible hundred. We haven't yot heard
the fjeiieral average in the different
studies. Mr. Doty is in the fourth
class of the Virginia Military Institute
at Lexington, Va.

News and Herald calling a meeting
of the citizens of the town in the court
house on next Tuesday night at jij.15

improvement of the streets, partien-

thing more than talk, and there is now
some assurance that the present bad
condition qf oar streets will pe greatly
improved in the early future. There
is no subject ifidre generally agitated
throughout the State now than the
road law and the 4>ad condition of the.
important highways in the various

That good, substantial good, will re
sult from the agitation, none but the
most skeptical will doubt. While ac
tion is being taken to belter the high
ways throughout the country, why
should not the public-spirited men of
Winnsboro consider .the advisability; ,pf
of macadamizing, at, least, the inaip
street of the town ? Other, ahd smaller

and poor county-seats in South Caro
lina are brave enough to undertake the
job. It *n$y be presumption, but ,yvc
believe that Winnsboro can accom
plish as much in that direction as they
can. Experienced men say that it can
be shown mathematically to be the
most economical in the end. Let it be
proposed and discussed at the meeting
next Tuesday night.

Cruelty to. Animals.—Edmund
Biice, colored, was, on Friday, tried
and convicted before Justice Nell on
the charge of cruelty to animals. This
js the first case of the kind that has
been tiled here iii a long time, and it
excited some interest among the citi
zens ojf the town. ,The defendant was
fined $10 or ten days in ihe county
jail. The defendant, however, man-

“society for the prevention of cruelty
to animals.”

Smith, of this plaice, has about com
pleted the most novel and singular
bedstead we have ever seen. The vari-

The MHjITAry Convention.—Lieut;
J. II. Cuinmirifee, Sergt. J. E. McDon-
■ald and Capt. E. W. Aiken, represent
ing the Gordon Light Infantry, have
been in attendance upon the session of
the Military Convention at Columbia.
The Convention met in the Senate cham
ber, at 8.40 o’clock on last Thursday
night, and was called to ordqr by
Colonel Marshall, and in cluing so
made a telling and eloquent speech.
General Izlar was elected chairman,
General Moore, of Hampton, Colonel
Bruns, of Charleston, Captain Mclver,
of Darlington, Captain Jones, of York,
Colonel Norwood, of GrcenviJle, and
Captain Richbourg, of Columbia, were
elected vice-presidents; Captain Rut
ledge, of Charleston, and Captain Mc
Ghee, of Abbeville, secretaries. The
most important thing done was the
offering of alhemorial by?General Mc-
Crady, of Charleston, setting forth the
ieyances. of the volunteer tVoope of
e State arid asking for additional
appropriation for the support of the
militia; also Kbr the passage of an act
requiring all male citizens between th9
ages of fifteen and forty-five years to
perform militia : duty or pay some
stated amount to its support. Colonel
Marshal offered a- list (Of proposed
changes in the Militia la'w. The fol
lowing are the main points:

Rules for the Government of thj6
Fire Department ok the Town ok
Winnsboro, S. C.
I. The ChtSf 'of- the Fire Department
shall have general supervisory control of
the Department at all times; and at fires
he shall have absolute command and direc
tion of ttie same, ami on such occasions is
hereby invested with full police powers.
All orders of the Chief shall be communi
cated to the officers in command Gf the
different companies at fires, either in per
son or through the Assistant Chief, or such
other person as lie may designate. In case
of the absence of the Chief, the duties and
powers of that officer shall devolve upon
the Assistant Chief, and in case of the ab
sence of botli then upon the officer in com
mand of the Senior Fire Company. •'
II. In case of a fire threatening any con
siderable part of the Town, the Chief may
use explosives' in his discretion, or may
call in consultation the Town Council and
the officers in charge of the fire companies,
whose, whose duty, together with the
Chief, shall be to decide the expediency of
such use by a majority vote of those
spondingtocali.
III. No Company shall leave thejground
until discharged by the Chief or officer in
command of the Department.
IV. All disputes arising between mem
bers of different Fire Gompahies at-fires,
shall be submitted to the Chief for his
ruling, which shall he of full force until
reversed by the Town Council. . \
V. Any Fire Company violating Hie
above rules shall be reported by the <
to the Town Council. ;
VI. That the Clerk be required to place
a copy of these Rules in each of the-Engines
and Truck House of the Fite Companies
now organized. , >> •
