from New Albany., Indiana: “The
river is rising a half inch every hour.
One hundred houses have gone down
5,000 people homeless—1.200 houses
having hi en washed away—the loss
over $1,000,000. If the threatened
wind and rain should conic, the dam
age will be much greater. Congress,
the Legislature and the people arc ap
pealed to for gild. The water is now
three feet above the famous flood of
1832. Imnicdiate relief is called for.”
It will cost $2,500,000 to complete
the Washington monument now in the’
process of erection in the city of Wash
ington. The shaft is n»w carried to
the height of 310 feet above the floor.
Since 1880 there has been placed upon
it 28,355 tons of stone and it lias set
tled during That interval one and one-
quarter inches. It is said that there is
now enough material on hand to carry
the monument to the height of 390
feet. When compietcd it will be the
tallest shaft on the globe, leaving in
tho background St. Poufs in London,
St. Peters at Home, and the great
pyramids of Egypt. It stands on a

in common fairness that we should lie
allowed to exercise that preference
and to purchase the books of such
authors as cheaply as they can 'be bad.
In a government like ours it is of
the utmost importance that no legisla
tion shall be permitted that hampers
the cause of education; on the con
trary it is the duty of Congress to so
legislate as to place within the grasp
of all, the learning and literature of
every civilized nation upon the globe.

and'instructs the private citizen, he
will he able to confer the greater bene
fits on the Republic: r.nd no man can
be elevated and cnobled, no man can
be lifted out of tho low •‘plane of hie
daily existence, without increasing the
moral and mental avoirdupois of the
whole .nation.
Senator Ingalls in his speech upon
this hill a few days -ago, said with
characteristic eloquence: “Mr. Presi
dent, in the republics of letters, there
are no aliens. The domain of genius
has no frontier. Scholars and poets,
philosophers, thinkers and meii of
science belong to no age and to no
nation.” The broad and -liberal nttcr-
auces of the Senator referred to aie re
freshing indeed ami stand out in mag
nificent contrast to the narrow, petty
and contemptible prdiey of the advo

A dispatch from Kansas City tells
of the death of Mrs. II. M. Vaile, wife
of one of tho defendants in the Star
Route cases, who died on Saturday at
Independence. It is said that her
death was caused by an overdose of
morphine taken the evening bclbie
she died. A sealed letter was found
in her bureau, addressed to her hus
band, tho contents of which are not
definitely known, but it is supposed
that, it will disclose the fact that she
committed suicide. Her husband has
left Washington for Independence.

guilty men are made to bear the bur-

white girl named Bettie Marlin, who
has been wandering about the country
for some weeks past was brought
down from (.'oncord on Saturday, and
allowed the privilege of walking tlie
streets of Charlotte. She visited tho
hotels and when at certain ones de
clared she was at home and tuck a seat
with apparent satisfaction. Her rav
ings were of the Ophclian style which
at once started a rumor that she had
become deranged by reason of disap-
appointed love. One sentimental young
man said' “What a sad commentary
on tho falsity and perfidy of man!”
She was under the care of an uncle
from Cabarrus who is taking her to
the home of her father living six miles
from Charlotte.—Charlotte Journal.

The Washington correspondent of
the News and Courier writes: “We
have witnessed the spectacle of pack
ing committees, and borne testimony
of his arbitrary rulings before, and
even the most corrupt and partisan
politicians of ids class have stood dumb
with amazement at his audacity- and
brute independence of law and prece
dent. Even the men who stood by lib
side with the flattery of tbc ready
henchman, cursed him in loud asides
as the most unscrupulous man who
ever sat in tho chair of the presiding
officer of the House of Representa
tives.” Americans should hang their
heads in shame at the spectacle! Y’cs,
it is a standing shame, that Keifcr
presides over the popular branch of
our National Legislature. Tho pliant
tool of his party, a brainless, unscru
pulous man, he is unable to command
the respect of his party associates, and
to-day he wears with becoming grace
the hearty and well-merited contempt
of all liberty-loving men thronghont
the length and breadth of the country.
The Democratic party will be respon
sible for the election of the Speaker of
the next House. Let them sec to U
that ho will reflect honor upon himself
and credit upon the party.
