An Unpre'XMlcnleri Flood nt Cincinnati and
the Worst not Tet.
Cincinnati. Febrnnrv 12.—The ir'-.ir
at eleven o’clock this morning- ii:»d
reached sixty-threo feet five i» ones,
ami hml lisen two inches dnrr.g the
past three hom-s. Barges n e being
mn along Second street to rdieve the
wants of the people living *.iere. The
current along Front street is so rapid
that navigation is dangerous. The
Tn« floods in the West have assumed
vast and unprecedented proportions.
The Ohio carries consternation into the . —. . _
rl!i« of Uliicinnatl, Newport and
Covington, destroying according to
latest accounts millions of dollars
worth of property.
and
Genekai-s Gkant, Sherman
Cfttneron have resolved that General
Joseph E. Johnston shall be CenuniS'
sloner of tbc District of Columbia.
“This once at least,” says the Ameri
can Register, ‘‘they would place an
incorruptible man in office.” In this
connection it may be said tiiat the
Register is particularly correct, ftud it
is to be hoped that the resolution of
the Generals will pass.
Van IT. Manning will contest *he
seat of General James R. Chalmers, as
the Representative of the Second Mis
sissippi District in the Forty-eighth
Congress. lie proposes te take the
depositions of Secretary William E.
Chandler, Representative Jay Ilubbell,
D. B. Henderson and others. We
wonder what Mr. Manning can rea
sonably expect to extort from these
gentlemen favorable to the prosecution
of ids case. Wc shall wait and see.
all except by boats. Newport bridge
is also inaccessible except by boats or
wagons.
Suffering among the people hi the
flooded part of the city is unavoidable,
as no organized efforts have been made
to relieve thorn, but something"nans*
be done floor., or loss of life is inevita
ble.
A spoc'al to the Times-Star from
points above indicate that the rise will
continue here probably till to-morrow.
The river is falling at Marietta, but is
rising above there. At Maysville it is
rising an inch every hour. ’There arc
targe quantities of whiskey, flour aud
other property overflowed there.
There is no change in the situation
of the railroads. The Cincinnati,
Hamilton and Dayton railroad tracks
are under water near Brighton, but
trains l&ft and arrived this morning.
The Little Miami road is virtually
blocked at Botavia Junction, a few
miles out, by the tracks being inuu
dated.
No news has been received this
morning fh>m Lawrcncehnrg-. Indi
ana, and the worst is feared there. It
is so isolated.
Boston Corbett, the man who
killed John Wilkes Booth, is said to
living in Kansas, engaged in rearing
and herding cattle. Report says that
he has become a religious enthusiast
Mr. Corbett in a letter to a friend says
that lie has been directed by God to
inflict daily punishment upon himself
as a penance for having taken human
life. We are glad to learn that our re'
ligious friend is at last feeling the
pangs of remorse for the paid he took
in the murder of Booth.
The committee appointed by the
Senate of North Carolina lias reported
favorably on the Railroad Commission
Bill. The provisions of the proposed
bill, with reference to the powers and
duties of the commissioners, are in the
main similar to those conferred upon
our own by the recent Act of the Leg
islature. Tbc measure will probably
pass both houses of the Legislature,
and will eventually become a law. The
most that can bo said is that it will be
an experiment, and if it become a law
wo sincerely hope it will accomplish
the objects of the enactment.
The New York Herald says: “What
the people have a right to are laws so
framed tiiat the people can understand
^tliem, and taxes which shall take out
of their poekets only that sum required
by the government when it Is admin-

sound and sensible, and tho people are
fully justified in demanding that their
wants should be attended to in these
important particulars. Let them but
exact this much of their representa
tives, and civil service reform will be
come possible. Many offices will dis
appear along with tho officers for
whoso benefit they were created and
maintained, and indeed all tilings
might reasonably be expected to pros
per.
The Iowa Mate Register thinks that
if Democratic stealing in the Southern
States keeps on, the people of those
States will ask for carpet-bag rule
again. But in this that very respecta
ble journal thinks amiss. If tbieves
must be supported, we can see no rea
son why preference should not
be given to the natives. Besides, we
have tried the imported stock and are
satisfied tiiat their aptitude in this Iftie
can in no event be surpassed, and so
merely ns a choice between evils we
should in tills, as in other things, en
courage homo enterprise, ht would
not be necessary to point ont to one
accustomed to fair discussion that in
the cases of Democratic theft tho de
faulting officials alone are at fault,
while.in the days of Radical adhiinis-
tiou a number of carpet-bags were
usually filled at one time at the same
steal. In other words tho difference
is, in the one case that an official robs
tho government, in the other tho gov
ernment robs the people and makes
larceny a legitimate business. Of
course stealing anywhere and by anv
body is lamentable, but wo see no rea
son why the facts should bo distorted
or unjust comparisons.be made.
IISNRt WARD BEECHER.
[New York Cor. Han Francisco Call.)
The immense arm chair back of Hie
pulpit-flowers was filled with a huge,
overcoated figure, almost as broad as
it was long. The overcoat thrown
back overhung the chair on all sides,
so that it was quite concealed with the
ricli dark doth and elaborate trim
ming of Astrachan fur. Quite thickly,
yet upon tho velvet of the collar aiid
cushion, fell the long, careless masses
of gray hair, and there was the same
asrgressivc featuring with which two
continents have been so long familiar;
the same smooth-shaven, priest-like
face, red-flushed and scnsuons-lipped,
but every emotion and passion of it
plainly dominated by tho intellectual
powers expressed by tho great, broad
forehead and clear shining eyes, whose
look never lowered from the faces of
tlio vast congregation. The last tiino
I saw him here was in 18G3, and he
looked not mu'’!: younger then. The
expression of the man lias gained
since, however, a bold and defiant
character—a certain bravado, as if lie
feared and cared for very little now.
It is impossible to resist this man.
From the time when he began to read
the notices to the last lino, strange
sentence that ended his final prayer,
lie gathered and contained us all in his
hand. There is something so large
and human, even cosmic about him, I
kept thinking of Terrence’s line in the
comedy of “The Brothers:”
Homo mm, et hihil humania prond a me:
“I am a man, aud nothing human is
far from me.”
No antipathy—not mine at least—
could live amid the wise, genial at
mosphere that swept all over the peo
ple from that pulpit. The man is an
unfailing and bounteous well-spring of
imagination, wit, poetry and sound
...4 .... Hint ho
carrels every sympathy. He gently
reprimanded a deacon because ft par
ticular notice he wanted to read did
not appear in the pile on his desk.
Fifteen minutes after, when he did
find it* bo apoligized in such a half
humorous, half sad way.
“Why, hero is this notice. It was
under my hand all the time. Ah,”
shaking his long hair, “it is old age.”
Tho audience laughed all over the
room, but it was a laughter very nigh
to tears.

—Hon. Robert Toombs, of Georgia,
it is announced, has disinherited his
granddaughter, Miss DuBose, for mar
rying against his will. He had willed
her $60,000, and offered to make it
$90,000 if she would cancel her en-
gement, but love was stronger thkn
and the young lady went with
the man of her choice. Those who
know General Toombs best sav he is
not likely to relent, and that the cut
off from an inheritance in his estate is
final and complete. Mr. Toomb's ob
jection to Mr. Colley is stated to be
that he cannot trace a long lino of
blooded ancestry. If this is his only
reason, and the young man is “himself”
all right, we glory in the girl’s spunk.

—Senator Vance tells of a fellow in
North Carolina, named Wilson, who
dragged through life awfully elongated
feet. When going with others to a
barbecue in “Bunkum” county, Wil
son. finding no other means of con
veyance, proposed to ride a mule. He
was told “that no man ever did or
could ride that mule.” They said:
“He will work to a buggy or plow,
but no man can stay on his back.”
“1*11 try him, any way;” and'the de
termined man instructed several ne
groes to catch the mule and hold him.
The animal plunged and kicked, but
finally Wilson secured a seat in the

Kansas, dispatch says that on Saturday

and waited for the city morshal to take
Smith before a. justice for evamination.
The- deputy sheriff declined to move

on the jail and drove the sheriff into
the interior of the building, but could
not get his keys. Then, after an hour’s
hard work, they battered their way to
Smith’s cell, where they found him
stretched dead on the floor, having cut
his throat with a pocket knife. They
put a rope around the neck of the
corpse, dragged it to a tree in tho park
