At a meeting of the taxpayers of
Columbia on last Wednesday a resolu
tion was carried by a vote of 124 to G2
to levy a tax of one mill upon all real
and personal property within the cor
porate limits of the city of Columbia,
for the maintenance of the free schools
of that district. This tax will bring
about three or four thousand dollars to
the city school fund, and is to be de
voted to reorganizing, stimulating and
improving the schools according to
modern ideas. Wc congratulate Co

power nowadays seems to be carried
to such an extent by some of tbo State j
Governors as to amount to a practical;
immunity to crime. The Charlotte 1
Olscnxr commenting ou tins subject
says; “Governors Blaikbjun, ot
Kentucky,'and Stephens, of Georgia,
seem to bead the list as the champion
pardoners so far, the former having, it
is said, turned about fifteen hundred
convicts loose, while the latter is pro
ceeding at a rate that will leave Black
burn in the back ground before his
term expires.Rather than allow this
unlimited, unlicensed exercise of pow
er to the extent it has been used of
late, it would be better, yes, ton-fold
better, for this country to strip the
Executive of lids royal prerogative.
This may put us in the attitude of
ignoring the claims of humanity and
turning a deaf ear to the pleadings of
the penitent convict, but if it entails
evil conscqtujqces for which innocent
men ami women arc made to sutler, it
is really the part of Immunity to com-
• bat the growing evil with all the en
ergy and vigor w e cun command. AV’e
repeal it, innocent men and women
are made to sujfer. Why? Simply
because this unbridled exercise of the
pardoning power, instead of supple
menting and toning the penal code of
the 8tnte, iui'uscs into it an element of
w eakness and vacillation, and renders
the law itself unfit for the purposes of
its enactment, viz: The suppression
and prevention of crime.
It has been wisely said that crime is
more effectually prevented by the ccr-
tainty than by the severity ot' punish
ment. If this be ti ne let the spirit of
humanity permeate the law itself, but
i: there h a flagrant infraction of
it, let the punishment bo certain to
follow as inevitably (if that be possi
ble) as the penalty follow^ a violation
ot a law of nature. Let the criminal
know jhat if he insults the majesty of
the law, be will be punished, and that
when bo has been consigned to the
prison walls he must servo out the
sentence of the court, then, and only
then, tv id crime be elleclu&lly sup
pressed. The pardoning power should
be limited within proper bounds, or it
should be taken awav.
