cents per gallon must be paid on the

barrels, as shown by the gauge when
it was barreled, less two and a half

Charlottk Observer: Governors
Cleveland, of New York, Thompson,
of 8i>nth Carolina, and Puttison, of
Pennsylvania, were all quietly inaugn
rated without fuss, feathers or martial
parade. This is an improvement.
There is no reason why there should
be flag-flying;, driimdieatiug, sohiier-
murehing or any other kind of tom-
fooiery at the inauguration of our
public officials of any grade, from
President down. These things are
part of the pompous nonsense which
crowned heads resort to, to impress the
populace with the idea of royal dignify,
i ll: do not comport with. correct
ideas of Republican simplicity, and
should have no recognition in a land
wh re the private citizen is as much of
a sovereign, and more if there be any
distinction, as the servants elected to
transact the pub.ic business. There are
too many States and there have been
too many Governors to make the brief
incumbent of a gubernatorial chair
any mighty magnate. In fact the
majority oi them are very small, com
mon-place individuals, and the closer
one draws to the ii the smaller they
become.
A Catholic Univkrsity.—The New
York Herald is authority for the state
ment that a groat Catholic university
is projected, to be situated on the Hud
son River, within easy reach of New
York, for the educat ion of both clergy
and laity. The scheme is grounded
upon the theory that an educational es
tablishment is needed where Catholic
students who so desire may receive
the highest possible training in every
department of human and theological
science; an establishment that should
equal Yale and Harvard in equip
ments, finish and range of studies,'
while it should surpass them in thor
oughness and depth. Such is the
project now under consideration. Its
chief promoter, with, if is understood,
tlic consent and encouragement of the
t'athoiie hierarchy in the United
States, is Bishop Spalding, of Peoria,
one of the youngest, most brilliant and
most energetic of the American Catho
