ATTORNEY AT LAW. Columbia. S. C.. Aug. 10. 1910. The Fairfield News & Herald, Winnsboro, S. C. Mr. Editor:-One of the most important matters affecting Fairfield County arising in the last Legislature was the effort to compel the complietion of the: Columbia canal for navigable purposes. This was the intent of the rEsolution introduced by your Courty Representative in the House, Mr. W:, W. Dixon, relr1ng the Governor to report to the following Sessions of the: Legislature the advisability of. reqairing the re.sent lessee of: the canal, the Columbia Electric Street Ralway. Light and Power Company, to complete the canal as a navigable water-way. The State transferred its right in the water power to the city of Columbia. giving the city the privilege of leasing same, upon the condition that the lessee; Would complete the Canal for navigable purposes according to specifications set out in the Act, within "a reasonable time." The canal was partly complet6d as far as Gervais Street in the City of Columbia. in March 1892, and no efforit has since been made to require the present lessee to fulfill its agreement, with the State, and complete the canal in accordance with the. terms of its lease. About the only interest the State now has in the canal, is the right to navigation, and to thus allow one of its valuable high-ways to be obstructed and its development as an avenue for commerce stopped, in order to save .doH'ars for a few stock holders oaf:a cor'poration, is un just, and it4vas eninently proper for the Legislature. to require the 'Governor 'to report the reason for the- 18 years delay in its completion. ;r e his immiediate constituents aeinvolWed, itoue h resolution -and fought it through Sboth Houses. If this is done, Broad River will again be in a position to invoke federal aid to keep it in proper condiition. C., Aug., 9, 1910 To the Editor of The Lantern: Dear Sir:-I am informed that' some friends of the other two .candidates for congress have been and are circulating a re-, port to the effec~ that I advocate bringing the negro into politics. There is not a man, woman or sti. That is a game of politics Sto injure my cause. No man believs that I have lived fifty v-ears to turn traitor to my race and to white civilization, or that I am fool enough to advocate .such before white democrats. Mv oosition is to secure a re peal' of that portion of the' nationa.l constitution which con ferred the right to vote on tlhe negro, anc to leave the whole matter to the southern states to settle. Will the white people with the reins in their hands, drive the negro to the political band'-agon? Every representative from the S th willi vote for this repeal.
