General Assembly of the State of
South Carolina, That the follow
ing amendment to Section 7, uf
Artiel VIII., of the Constitution,
be agreed to: add at the eld
thereof the followinig words: Pro
vided, further, That the imnitA
tions imposed by this Section and
by Section 5 of Article X., of this
Constitution, shall not apply to
the bonded indebtedness incurred
by the City of Bennettsville,
'where the proceeds of said bonds
:are applied solely and exclusively
for the purchase, establishment
:and maintenance of a water works
Iplant or sewerage system and
-where the qusstion of incurring
such indebtedness is submitted
-to the freeholders and qualified
voters of such municipality, as
provided in the Constitution upon
the question of other bonded
indebtedness.

Polls at each voting place must
be opened at 7 o'clock a. m. and
closed at 4 o'clock p. m , except
in the City of Charleston, where
they shall be opened at 7 a. m.

The Managers have the power
to fill a vacaney, and if none of

Notice of Election
STTE OF SOUTH CAROLINA,
County of Fairfield.
Notice is hereby given that the
Geoeral Election for Representa
tive in Congress will be held at
the voting precincts fixed by law
in the County of Fairfield on
Tuesday, -November 6, 1906, said
day being Tuesday following the
first Monday; as prescribed by
law.
TLe qualifications for suffrages
are as follows:
Residence in State for two
years, in the County one year, in
the polling precinct in which the
electior offers to vote, four
months, and the- payment s i x
months before any election of any
poll tax than due and payable.
I Proided, That miniaters i n
charge of an organized church
and teachers of public school
shall be entitled to vote after six
months' residence in the State,
otherwise qualified.
Ragistration.-Payment of all
taxes, including poll tax, assessed
and collectable during the previ
ous year. The production of a
certificate or the receipt of the
officer authorized to collect such
taxes shall be conclusive proof of
the payment thereof.
Before the hour fixed for open
ing the polls managers and clerks
