NEWS AND I4tRALD WINNSBORO, S. C. J. FRANK FOOSHEI Editor and Proprietor. PUBLlSHED WEEKLY TE8, IN AinVANCE: One Year,........................$.5so Six Months........................... .75 Wednesday, October 3, 1906. The same thing that prompted the town council forbidding butchering in town ought t o prevent the handling of green hides, which make an odor that is anything less than desirable. 14 is hard on a merchant to have to keep his back store closed because of an vnpleasant odor from his neighbor's backlot. And now Winnsboro t a k e s another right step by :-efusing to grant a license to a carnival com pany, that is anxious %o come in here with its attracions, which to say the least of it ha've nothing elevating .-about them from a mora. -standpoint and certainly adadr nothing to the business development of the town. Several times since the execu tive committee made its appor tionment of $2.59 for the mana gers of -each box for both prima ries, which is the great sum of 37. cents each day for each man, we have been asked to say to the executive committee hrreafter either to pay notbing at all for this service or make the pay a little above the wages of a corn field hand. The point is well made and it is hoped there will be a better condition of things in this respect another campaign year. When there are so few candidates it makes it hard all around, includiag the newspaper man. No fai-mer can say nie:t spring that his failare to sow grain this fall was due to the fact that the ground was too dry all the fall for sowing. The gronud after the heavy raios of the past few months should La it: floe trim and every farmer sborild make it a point to pat in as much grain as possible. Even if ooe fails'in Makiog a. good grain crop. the g;ound is then infle sha-Pe for sowing peas next spring Every acre of gioned sov . in grain ad then followed in pe- is moch more valuable to the larmee tha it was before it was so treated. This is the wy-to improve the land andL-finproved lands mean bettgef.eps and moie mnoney to - . the farmer. There is no gceater aid to the upbuilding of a town than good roads and there is nothing that counts for more against the pro gress of a town, however fine the surrounding coantry, than roads that are well nigh impassable. There is food foe thought and for action on the part of the basi- e ness men of W'oosboro iight here. < The roads leading' to this town t are by no means what they should a be and the forward movement of a the town is y. eatly handicapped c by these-awful roads. There are several places on the roads right t: near town where it is impossible a for t wo vebicles to pass an~d others y whev:e it is almost dangerous to d go 'with only one. Tbis condi- tU tion of things must be bettered e and the -businesqs men of town h - and the farmers living along these b roads will have to get together m and bring about a change. Here m is unlimited opportunity f o r b: mutual working on the part of S the people in town and the part of the country people and a great possiblity for town and country r each to help the other. K The Exipanation Easy. One of the most pleasant features connected with the open ing of the various colleges is~ the requests that comes in for The News and Herald to be sent. H These come from thoughtful parents or from the student who has gone off'and found that the oun parer is necessary. One ofthe Wir' trop ghs writes t'iat. they just m ist have The News is and Hierald and to send it aloog.m They think it a little strange that co Thbe News and Herald is not sentm to the corege library as are some t of the oth2er papers in the State.co The eiplanation is so easy. The college does not offer to pay for ed the county papers and so it is thi Dot sent. There is no reason un der the sun why the county papers * :should be sent to the library of I ao institution supported by the.,a ~State, jhule the money is being0 sent off for periodicals from a distance.' The second case that came be fore the court of common pleas last week was that of Jas. H. V 'ker vs Winnsboro Granite Company. This was a case for injuries sustained by the plaintiff in that be lost a leg as the result of being run over by a train of ibe defendant company at their qaarties at Rion. The verdict of the jury was 810,090 for the o'ain -. Buchanau & Haaaban represented the plaiutiff, J. E. McDonald the defendant. In the case of the Geimania Insurance Company et al vs Southein Railway Company, Iwhich came back for tial after being heard before the supreme court, the case i ivolving the question of liability7 for cotton burned on the patfe-m of the defendnat's depot, the .verdict of the j ary was for the plaintiffs for $1560.94. In the former trial the verdict was for the defendant. J. E. McDonald for plaintiff, A. S. & W. D. Douglass for the de fendant. Thee was no session of the court Friday as Judge Prince was in Columbia that cay in at tendance upon the session of the sunreme court en bauc. For the past two days the court has been occupied with the case of W. B. Adams vs Winus boro Granite Company for per sonal injuries sustined as the result of being caught under a bank of dirt that caved in upon him while in the employ of the said company. A verdict had not been reached at the time of -oing to press. Buchaoan and danahan for plaintiff, J. E. Mc: Donald for defendant. The roster is still pretty well crowded and certainly will not be cleared at this term of court. Letter to D. A. Crawford. Winnsboro. S. C. Dear Sir: There's twice as much horse in one horse-it may be a mare-as there are in two or three others together. So with paints too. If a paint er can do your job with.1(0 gallous Devue for 850; it'il take 12 15 or 20 of other paints; and the cost of a job is ab~out $5 a gallon, whatever thepaint may be. STheie--.:-e paiot3 adulterated three-quarters-only one quart of paiat in a gallon-he's got to paint four gadons of rubbish to get one gallon of paint. Thel worst horse you've got is as good as that paint, and he'll go as far. The less-gallons paint is the paint, as the most-horse horse is 'cbe horse. Yours truly F W DEvoE & Co New York Jno. H. In the first National Bank of spartanburg, near the teller's win low, there bangs a placard ou rhich is printed a few words of dvice that attracts the attention f those who have budu~ess with he bank.
