Coleman Lyles died - at his home at Carlisle Monday of pneumonia. Mr. Lyles was a native of Fairfield county. He is survived by two children, Mrs. R. G. Hill and a son about ten years old. For several years he was a member of the house of representatives from Union coun ty and at the time of his death he was president of the Union County Cotton association. -The millinery~opening of the Cadweli Dry Goods C was the social event of the p.ast week. This puts him on an equa'ooting with the dispensary. He is no longer a nuisance. He can kill all the sheep his carnivorous appetite may call for. The prayer now is that his tribe may multiply. More dogs, better schools and school houses! A year or so ago Lancaster county found itself with only a small number of convicts. These were hired to Chester county. This year it finds itself with a good number of convicts, but with no money for running its ehaingang and with probabilities )f indebtedness from other sources. Lancaster's officials are now trying to hire these out rath er than run the county in debt by keeping up the chaingang at a heavy loss. They take the position that they can not ex pend the county's money except as authorized by the law, which positively forbids their spending: any money further than appro priated. Fairfield also has a good number of convicts, which she is using on her roads at a cost of several thousand dollars a year (definite information can not be bad) more than what is appopriated for this purpose. How is it that the Fairfield offi eials can go ahead expending borrowed money beyond the _ approprations, especially when these are for the full amount asked for? Are they not under the same law, or are they a law unto themselves? In an editorial in these col. uwns, January the 18th, we made the following statement: "For several years the delegation has been asked by the board of coun ty commissioners to increase the tax levy one-half mill so as to get the county on a cash basis." That statement was made on in- - [ormation furnished us by the retiring supervisor in the pres. ence of the present supervisor who was a member of the previ. :us board of county commission ars. Coming from the source which it did, we, of course, took it for granted that the informa tion was correct. We find, how-. ever, that there was an error in the information. The annual report Df the comptroller general each year contains the estimate of the expeinses of each county and the amount of levy asked for. * The total amount asked for Fair lield county for the year 1904 was $16,066,66 and the levy asked for was four mills. Thbe levy asked for each of the two previ aus years was the same, four mills. The estimate for the ex penses of the county for 1W05, is $14,718; the levy askip4 for is 4} nills. 2In the est~imata of er.a penses for 1.904, $250 was asked ror past indebtedness. Not one P sent was asked for this purpose in the estimate of 1905. It will be noted also that the amount asked for by the board for 1905 is $1,348.66 less than for 1904.
