that the sentence ot the murderer of
Boshi 'oru. the ex-minister, should
be impriEonment for life with hard la
bor. They might have expected
."someh m g with boiling oil in it." .Sir
Ruthrtord Alcock, the first British
aiin>"er to Japan. writing some forty
years ago. dwelt upon the severity of
the .L'-anese laws. "The code is prob
ably 1.e bloodiest in the world. for
death is the penalty of most offense3.
The Japanese seems to proceed on the
principle that he who violates one law
will violate any other, and that a will
Tul violator is unworthy of life." Un
der this regime it was considered a
$pecl::1 privilege to be allowed to exe
cuto oneself and commit hari-k-ai. but
this was reserved for people of rank.
Whe common people had to be content
kith the executioner's sword.
Under the criminal code which came
into force in 1882. and which is found
- ed on the code of Napoleon, death by
hangintg is provided as a penalty for
tertain, offenses, but of recent years
It has become rarer and may now be
considered obsolete. Probably the
Japanese, with their traditional con
tempt for death regard penal servitude
for life as a greater punishment. For
nerly no conviction was made except
on conission by the prisoner, and
there was an abundant use of torture.
That. of course, was officially abolish
ed many years ago, but it was prac
ficed occasionally at a much later date,
and a case is known in which to'tura
was undoubtedly applied by the police
at one of the treaty ports in 1S9.

so simple that one is inclined to won
der that it was not thought of before.
The plan contemplates the employment
of automobiles of from three to six
horse power for hauling ordinary carts
over tranways made of boards. sheet
iron, cement or any material that may
be found readily at band. Stone, iron
and wooden tramways have been used
for transportation from time Immemo
rial; traction road engines are not new.
nor can the idea of drawing farmers'
or carters' wagons in trains from farm
to factory to the nearby market towns
or railway centres be regarded as a
novelty. The traction engines hith
ert& thought of In -this connection,
however, are comppmratively slow, ex
pensive and so heavy that a consider
able portion of the power generated
by them would be required to haul
their own weight. Joreover, a pre
requisite for their successful employ
ment is a hard, smooth andYcostly ro:d.
PrInCe Khilkoff's initial experiments;
were conducted in the park surrotnd-1
ing his home. Ordinary sleepers were
laid down, and upon these two lines
of planks were nailed, instead of rails,
at a distance apart correspondin~ to
that of the automobile wheels. Wood
en combings were placed on the outer
sides of the planks as guard. to pre
vent the maebine from leaving the
track. With an ordinary three and
one-half horse power carriage a cart
laden with bricks, and weighing with
Its contents nearly two tons, was
easily hauled over the wooden tram
way at a speed of twelve versts an
hour. The estimated cost of a tram
way constructed like the foregoin~ is
less than 2000 ibles per verst, while
tue cheapest macadamized road would
cost five times as much. The first prac
tical experiment of the new system is
to be made between Tsarkoe-Selo and
the new water works, which are being
built a few versts from that city. The
line will be laid over swampy ground,
where an ordinary road could not be,
built. Various substances will be tr"'
for the new automobile rails, such as
iron, cement and different kinds of
wood.
In the event of the success of this
experiment, of which there Is no rea
sonable doubt, the system Is to be ex
tended throughout the empire as a sup-j

n the greater part of this country as
they are in Ruhssia, and it is quite jpos
sible that the general adoption of

solution of the haulage problem in the
rural districts of the United States.
An automobile can be bought at a price
but little exceedin~ that of a tearn of
horses, and costs incomparably less to
eep. Th~e cheapness of the timber
tramway would lay the road tax bogy,
which fills farmers with apprehension
henever lm'roved roadways are
mentioned. The point which would
ount most heavily in favor of the
tramway principle is its ndaptability
to all locations- On any sort of soil
the sleepers and board rails could be
aid with equal celerity and ease- No
clay would be too soft, nor sand too
deep for It; the road could be made to
follow the rubble stone bank of dry
river, and it would not be necessary to
ae long d~etours aror~nd marsh
lands. - On grounds of economy and
enerl utility, the plan appeals to one
so strongly that It would be surprising
if some of the freeholders or supervis
ors of our progressive rural communi
a~ should not give it an early trial.
New Method of Road Building
A novel system of road construction
has been successfully resorted to In
M~onmouth, IlL The ground was pre
pared for it by grading and being al
lowed to remain so for two months.
It was trcated to an occasional scrap
ing,so that It would pack evenly, be
ing thus rendered hard and even for
the laying cf a surface ofl brick, the
chief constructive feature. The first
thing was the setting of a curbing,
made of two by six inch planks seven
feet apart, held( by oak stakes eighten
inchs long and p)ut down every fourc
feet. Inside of this was a live-nneil
bed of sand, all evened up. and a sing-e.

lown, a fine roadbed being thus ob

make an easy approach, this plau in
suring a way of eleven feet in widib,
and, as the earth on eac2 side was

fording tracks on each side for use in
