Local cotton mill operatives will be
interested in the proposed national
legislation affecting child labor. At
the last session of congress thc Pal
mer-Owert bill was passed by the
lieuse but not by the senate. This
bill will como uur? again tor consid
eration in congress.
"Tho Federal Trade Itoportor" re
cently carried tho following concern
ing t)!.ls proposed federal legislation:
If the cotton mill operatives of the
South intend to make any effort to de- j
feat or even amend tho Palmer-Owen
Child Labor bill they should take the
matter up at once.
This bill was introduced in the last
session of congress in Washington,
passed thc house b a large majority
and only lack of time prevented it
being considered and probably pass
ed by the senate. It will probably
bo introduced in congress again in
December.
:It provides:
(1) No boy or girl mnder 14 years
of age can be employed in a cotton
mill under any circumstances.
(2) No boy or girl between tT.ie
ages of 14 and 16 years can be em
ployed more than 8 boura in one day
or after 7 p. m.
(3) United States mill inspectora,
whose duties shall consist in seeing
that this law is not violated by either
the employee or employer, or b ytao
dealer in the products of thc mill.

Last Week and all Buildings Have
Been Put in Readiness for
Opening.
Anderson college will throw open
its doors for its fourth year's work
on next Thursday morning at . 10
o'clock, with the largest number of
young ladies attending during any
previous session. The enrollment
for the dormitories has been encour
aging, about So pupils having been as
signed to rooms.
During the past few <lays plumbers
and carpenters have gone over the
various buildings inspecting and
making fie necessary repairs. Every
thing is now in splendid shape for
the care and comfort of the pupils.
Mrs. Johnson, the housekeeper,
has been at work Bince tho first oi
September getting everything in shape
in the buildings. Miss Helen Smith,
the dean of the college, came over
from Abbeville last Tuesday and
helped Dr. Klnard with the assign
ment of the rooms.
Dr. Kinard yesterday gave an in
vitation to thc many friends of the
college to attend the opening exor
cises next Thursday morning at 10
o'clock. The members of city coun
cil attended in a body last year and it
is hoped that they will do this time.
Domestic Science.
Miss Kathleen Lee, the new teach
er of domestic science, will arrive at
the college on next Monday. Mis?
Lee is an A. II. graduate of the Uni
Hersity of Tennessee in the depart
ment of domestic Bcience and domes
tic art.
The college will arrange this year '
classes for the ladies from town in
domestic science. The college year
will be devided into three terms, and
the cost of this course will bc IS a
term. Anyone who ia interested in
thiR course will pleaso confer with
Dr. Kinn rd ns soqn aa possible. This
course will no doubt, be very attrac
tive to tie ladles of Anderson, and
it is hoped that a large number will
enroll. . j

Which He Had Just Begun.
Yesterday afternoon about 1:45 a
party composed of Supervisor J.
Mack King. Capt. McConnell. J. Olin
Sanders, and Messrs. Mushy and
Mayfield left tho city with two blood
hounds after a call (rom Sheriff
Ashley, who was at Ivy, he stating
that a convict. Sam ickwell, who
escaped from the county chair, gang
situad under the management of
Capt. Cook, about two weeks ago,
was thought 'to be hidden in a swamp
near Wilson's Creek.
Yesterday morning Sheriff Ashley
was called to Iva on business and
when reaching there ho found out
thut Deputy Ira E. Wiles had in a call
for him at Anderson. Deputy Wiles
'.iad received from a relluhle source
information til at I flack well was in a
swamp not far from Iva and he ask
ed that Sheriff Ashley bring dogs and
deputies.
Sam Blackwell, tho noRvo who es
caped about two weeks ago. lt will
bo remembered, was tried for killing
Ernest Jenkins near Iva in thc early
spring. He was sentenced to nine
years in sessions court soon after
wards and was later put on one ??f
tho county chain ganj;s. The fact
that the convict had escaped had been
kept out of papers because it was
thought t'.mt this might assist tho
ofllcern In locating him.
After reaching Iva the officers took
tho dogs and went to tho swamp but
after several hours search of th?
place and surrounding nrgio cabins,
they were unable to locate Blackwell.
