Weshington, Aug. 24.?Secretar* McAdoo was prepared today to ex tend financial aid to the Southern cotton growers to enable them to dis pose of their crop to the best ad vantage. He announced that ia view of the action of the allies In making cotton contraband he was ready if necessary to take either of two cour ses to help the cotton producers. One plan is to deposit thirty millions, or more of gold in the federal reserve banks at Atlanta, Dallas and Rich mond to enable the banks to redis count loans on coiton by warehouse receipts made by national and state banks belonging to the reserve system. No interest would he charged on?4be deposits for the pres ent at least. The other plan is to deposit the gold directly with the national banks agreeing to lend moucy on the cot ton at not over six per cent. The latter plan would be used if it would be more efficient. Secretary McAdoo declared If ] bankers, merchants and producers would co-operate the situation ?QUld be handled with happy results. Begard to Neutrals. Washington, Aug. 24.?The state ment reads: It is a misapprehension to suppose the declaration of cottop as contraband will further restrict thoso consignments of cotton to neu tral countries which ar0 proved' to b exclusively destined for the normal consumption of those countries. The embassy has no authority however, to give any assurance as to the Immu nity of particular shipments ' but I under the procedure of Internation al law relating to absolute contra band, evidence of ultimate enemy des tination would be necessary to the condemnation of cotton as a lawful prise. SOUTHERN HAS MODERN COAL HANDLING PLANTI Gives Charleston Facilities Equal to Any on Coast?In Op eration September 1st Charleston, Aug. 24.?Announce ment Is mad0 by the. Southern Rail way company that the modern expert coal handling plant which it haa just completed at Charleston will be put in operation for the handling of com mercial coal on September 1st, giving Charleston facilities the equal of any on the Atlantic Seaboard for handling coal to be borne over seas und pro viding another expert outlet which will be of particular value to *ho coal producing territory served by South ern Railway and Immediate connec tions. The Terminal will have a capacity of forty cars or two thousand tons per hours which is as fast as any ship now in the coal carrying trade can take it. It will be operated entirely by electricity and will deliver coal into the holds of ships with a mint mum of breakage by means of an electric conveyor. In preparation for a greatly In creased movement of coal to Charles ton the Southern Ralllway has pro vided a storageyard of four hundred cars capacity and has also made ex-, tensive additions to passing tracks along the line over which coal will move. .
