ject, have long stood together in urg

the government of the United States
now so solemnly insists. They aro
both contending for. freedom of the
seas. The government of tho United
states will continue to contend for
that freedom, from whait ever quar
ters Violatodi and without compromise
and at any cost, lt invites the prac
tical cooperation of tho Imperial Gov
ernment at this timo when coopera
tion may accomplish the most and this
great common object may be most
strikingly and effectively ache ved.

It can be. The government of the
United' States not only feels obliged

violated or ignored, in protection of
