WILL LOWER GRADE
ON NORTH Ml ST.
INCLINE BETWEEN EARLE
AND SHARPE STREETS TO
BE TAKEN OFF
BIG IMPROVEMENT
Starting With Lowering of 8
Inches in Front Evans
Block of Stores.
Meeting yesterday afternoon al
3:30 o'clock in regular monthly ses
sion, in the council chamber at the
city hall, the city fathers transact
ed a considerable amount of busi
ness, a goodly portion of which was
of unusual importance.
One of the principal matters .rans
acted was the adoption of a resolu
tion to carry out the request con
tained in a petition from property
owners on North Main 'street, between ?
Earle and Sharpe streets, to lower
the grade of North .'(lain street be
tween the cross streets named. The
starting point of this work will be
in front of thu J. Mr Evans build
ing, of the quarters of the Southern
Express com pi: ny, where the grade
will be lowered 8 Inches. The ba
lance of tlit' street from there down
to Earle street will be lowered in
proportion, which means that the
steep, incline on North Main street,
about where Orr street crosses, will
be almost obliterated.
According to the plans of the stree:
paving commission. North Main street,
between Earle and Sitarlo streets,
was to be lowered considerably less
than will be the case under the plan
adopted yesterday afternoon by coun
cil. The paving commission was to
lower the east side of the street to
a depth of 18 inches in front of the
properly of Mrs. Jane Todd, making
the remainder of the street corre
spond, .lust bow much lower the new
plan will make tho street In that
vicinity, is not definitely known.
It is believed that the lowering of
the grade on North Main street, be
tween Earle and Sharpe s*-"ts. will
add materially to the goners?, appear
ance of the thoroughfare, especially
after lt is paved.

COUNCIL MATTERS
Various Other 'terns of Interest
and Importance Were Trans
Taken to Stop Practice.
Aside from the several matters of
especial importance transacted by city
council, in regular monthly session
yesterday afternoon, there were a
number of mutters of minor nature,
but nevertheless interesting, given at
tention .
One of these matters was a request
from J. D. Maxwell for permission
to erect a garage, or building for a
similar purpose, in the rear of the
Maxwell Building on the west side of
Hie square. This mutter was referred
to the building committee for inves
tigation and recommendation, but thc
committee reported yesterday that in
asmuch as it considered this a very
Important mutter tiiey would prefer
council as a whole passing on it.
Members of the committee report
ed, however, that adjacent property
owners objected vigorously to the
garage being erected on the site nam
ed. One member of the committee
stated that an insurance ugent hud In
formed ilim (hut if the building was
erected on tiiut vicinity the policies on
all property on tiiut side of the square
would be immediately cancelled, and
that insurance rates in that quarter
would be al least doubled. After a
discussion pro and con council de
cided to refuse too petition for per
mission to erect the building.
A petition for a light between the
Hlue Ridge Railway crossing on East
Whltner Btreet and Jefferson avenue
was referred to the committee on
water and lights.
Upon request of Alderman Tate,
council authorized ihe city engineer
to install sewer lines on Browne and
Monroe streetB at the same time sew
er work is going on in that section
of the city.
A petition for the laying curb and
drain and a cement sidewalk on that
portion of I) street immediately in
front of the Secvond Baptist church
was granted.
Council, upon the mayor's request,
revoked its former action In grantlug

SOUTHERN RAILWAY
HAS BROUGHT SUITS
INVOLVES COTTON OIL MILLS
AT BELTON AND ONE
AT PELZER
DAMAGES $800.00
Attorneys Engaged and Case Will
be Tried at Approaching
Term of Court.
The Southern Raliway has brought
suits against the Broadawav Cotton
Oil mill of Belton and the Wilmot Oil
mill of Pelzer, the case arising from
shipments of cotton seed made by
these concerns to North Carolina
points. Damages of about $400 in the

It ia claimed by the railroad that
shipments during the year 1913-14 to
pointa in North Carolina were made
sn a rate baned on Information given
at the railway ottlces in Pelzer and
Belton and that these shipments were
sold by the mills along these points
it a price graduated by these rates.
It ia now claimed by the railroad
that the rate was lower than the law

leal with these mills. Aa the cotton
seed waa sold at the pointa to which
shipments were made by a price which
was regulated by this rate, the mill?
:lalmlng that they are not to blame
snd their prices were made by the
rates furnished by the railroads.
The case will very probably come
np at the next term of the court of
