Report from fire commit- o o tee as to purchase of i.OOO feet o o new fire hose. o o o OOOOOOOOOOOUCJOOOOOO In a session yesterday afternoon lasting for three and one-half bours city council transacted an unusually large amount of buslnest. much of which was important and some of which waa of a routine nature. This was the regular monthly meeting, scheduled last Tuesday night, which was postponed on account of members of council who are also members of the paving crmmls6lon being engag ed at that time with the letting ot contracta for the city paving, and be cause lt was necessary to transact certain matters in council pertaining to the pasing proposition Aid Salvation Anny. The first matter before council was that of a petition from Mr. Gordon Woodruff, of Savannah, representa tive of a Georgia concern that man ufactures a certain soft drloVt. that the city allow this beveragi to he sold here. It appears that a local Ice concern ordered sever*>l barrels of the syrup or beverage i nd had lt on stile here whea tho p lice Inter terrcd and stopped them from selling it. on the supposition that the bev erage contained an unlawful amount of alcohol. Mr. Woodruff exhibited analyses of Ute beverage from the office of the commissioner ot agri culture, commerce and Industries, Bhowlng that the syrup does not con tain as much alcohol as several oth er drinks sold at soda fountains and In bottles, and contained no other harmful Ingredients. The matter was referred to thc mayor, city attorney and chief of police for settlement. Ensign Belcher ot the Salvation Army appeared next and stated that the appropriation of $250 which the city had given the organization for the I'ISCKI year had been exhauste-3 and that the local post of the aimy j wai In need of funds to carry on the work until the end of the fiscal year, which is in August. The ensign showed that the money had been Judi ciously expended, and that the only reason the money had given out wa? because so many demands had beta made upon the army during the rath er severe winter past. He stated that he believed $50 would carry the work through the summer. It was the sense of council that Inasmuch as Gie city had made an appropriation of $100 to tho Anderson Relief Associa tion for similar work last winter, and the work of thia organization had now ceaaed, the relief association should turn over any balance they might have on hand to the Salvation Army. Financial Statement Mayor Godfrey submitted a state ment ot the city's financial condition, which was, he stated, mnch better Gian he had anticipated before Gie data waa obtained. It waa the sense of council member? that Inasmuch a? the city annually appro priates $2.000 for the hospital, tho city should not be made to pay for a prisoner receiving care at this insti tution. lt was voted, therefore, not to pay this particular bill. A bill from a surgeon who assisted the city physicians In performing an opera tion on the negro was. however, approved for pavment. Hoard of limit!;. Council gavp attention to a rora tiiunication from the hoard of heath In which a number of measures for the betterment of health conditions of th*? city were recommended The first of these recommendations was that the plumbing ordinance be so amended that the board of health shall We permitted to appoint a committee to Inspect and approve all new plumb ing before lt ls allowed to be put Into service. This recommendation was not acted upon, and was received as Information. A second recommendation was that the city premises be given a thorough cleaning up, tue Interior walls of the guard house white-washed, the stables cleansed, et?. The matter was re ferred io the police chief. The third recommendation of thf board of health was that all person? in the city owning cows fr.>m which they sell or give away milk be re quired, to have their cows given the test for tuberculosis once evey year. The matter was referred back to the board of health, with the request that they confer with the city attorney and draft such an ordinance covering this matter as they would like to have passed. Fourth, the board of health recom mended that an ordinance be adopt ed prohibiting the keeping of swine In the city for any length of time. As the ordJnance now stands, one cannot raise hogs within the city limits, but .luring the months of November, De cember. January and February butch ers and dealers can keep hogs In the city pending slaughter or sale. The board of health would prohibit even this. Council referred this matter back to the board of health, with thc request that they consult the city i ito rn ey and frame such an ordi nance covering the matter as they wonld like to see passed. The final recommendation of the health board was that council per mit tho city health officer and the meat and milk inspector to attend the annual meeting of the Southeastern Sanitary Asactatln. which will meet the latter part of this month in Ashe ville, ar.d pay their railroad fare and hotel bills. Council assented to this. Crematory Matter. At this juncture was brought up tho matter of council providing a creama tory, or garbage disposal plant, this matter having been before the alder men previously. In this connection a letter from the board of health was read, ia which it was recommended that in the event an incinerator was purchased one of not less than 10 tons capacity dally be provided. The mat ter was discussed at some length, and a letter read from the Nye Odorless Creamatory company, whose represen tative met with council previously In regard to this matter. Ready-?o~Wear at Bargain Prices council ordered that both sides of Tribble street, from the power house to Piedmont street, be curbed and drained and that the east sidewalk be paved. Alderman King moved that inas much as council had agreed to this work being done, they go ahead and order the sidewalk pavement contin ued from the power house up Tribble Ftreet to Main street and curbing drains put in. The motion carried. At this juncture Alderman Dobbins movedi that council authorise no new permanent improvements until that work which was necessary in pre paration for the street paving work ls out of the way. The resolution was adopted. Clear the Streets. Upon a recommendation from the paving commission, council instruct ed the city engineer to proceed with the clearing of the streets which are to be paved of all obstacles which must come out of the way Alderman Dobbins, chairman of the "pardon" committee of council, asked council to put Itself on record as favoring the assessing of the full fine against persons convicted In the po lice court of carrying unlawful pis tols. The alderman stated that a number of persons convicted of this offense and sentenced by the record er to pay the full fine ot $50 had come to him, chairman of the "pardon" committee, and asked that the fine be reduced. Alderman Dobbins con tended that if council went on rec ord as opposed to the fine in cases of this nature being reduced by the "par don" committee lt would be of great assistance to the committee in de clining to meet such requests. Coun cil went on record unanimously as opposed to an reduction of fines im posed by the recorder upon pensons found guilty of carrying unlawful pistols. Several of the aldermen ex pressed a desire to see the fine made 1100 instead ot $50. Street Flasher Matter. Inasmuch as the city will need a street flusher for the purpose of keeping Its paved streets washed off, the street committee was instructed to prepare data with reference to the cost of such an apparatus and report back to council. At this juncture the question of what type of pavement the traction company will use in paving Its tracks along those streets which will be pav ed by the citv was taken up. After the matte.- had been discussed at some j length, the city clerk waa instructed to address a letter to the proper au thorities reminding them that If they paved their tracks with any material that was not as good as that with which the city pavel the remain dor of the street, they would d<* so it their peril. A resolution eldred by Ald-.rma i Spearman th?t the chief of police be Inducted to rigidly enforce the ordinance against the use of automo bile cut-ouui in the city was unani mously adopted. The chief waa al so instructed to enforce the law gov erning the use of awnings over the sidewalks and the hanging of electric signs across streets and over side walks. The city engineer was Instructed to have the street forces trim off over hanging branches of trees that stand along the sidewalks. The complaint came td council that In wet weather these branches hang so low over the sidewalk one cannot pass beneath them without getting wet. Police Vacations. Upon motion of Alderman Barton connell agreed to allow the members st the police department their usual vacations this yesr ot two weeks.
