to the Arsenal Academy in Columbia, (unless the applicant
is prepared to enter a higher than the fourth
class;) it being intended that the whole of the fourth
class shall be entered there for the first year.
2. Appointments of Cadets will be made at the annual
meeting of the Board of Visiters, to bo held in
Columbia, on Friday after the fourth Monday in November
