s?H-?== 4th. Tho refusal of Congress to admit a new State into the Union, on the ground of her tolerating slavery within her limits. 5th. The passage of any law by Congress P prohititing slavery in any of the territories. I Gth. The repeal of the fugitive slave law and \j the neglrct or refusal by the lienerai uoveminent to enforce the Constitutional provisions for the reclamation of the fugitive slaves. Resolved, further, 1th, That, in the opinion of this Convention, the people in the recent , elections have been governed by an abiding 1 confidence that the said adjustment measures of Congress would be enforced in good faith in every section of the land. I Resolved, further, 8th. That, as the people of the State 0/ Mississippi, in the opinion of this ! Convention, desire all further agitation of the slavery question to cease, and have acted upon and decided all the foregoing questions, thereby making it the duty of this Convention to pass no acts within the purview and spirit of the law under which it was called, this Convention deems it unnecessary to refer to the people for their consideration, approval or disapproval at | the ballot box, its action in the promises. Resolved further, 9 /A. The Convention havU ing declared in the foregoing resolutions, the position which the peop'e of Mississippi have taken, and which, in the opinion of the Convention, they will continue to occupy, on the great subjects embraced in the resolutions, deems it a duty alike incumbent on us equally important to the rights of the people to declare that, in our deliberate judgment and in their ^ deliberate judgment, as we believe, the call of this Convention by the legislature at its late extraordinary session by the act of the 30th of November, 1850, was unauthorized and unnecessary, and that said act, in peremptorily ordering a Convention of the people of the 8tate (to be held, without submitting to them to be settled by the popular vote of the State, the question whether there should be a Convention or no Convention, was an unwarranted assumption of power by the legislature; at war with the spirit of republican institutions, and an encroachment on the sovereign power of the people. Accident on 'he Roil Road.? We learn that the freight train that left here on Tuesday 1 last on their way up, left the main track at the * turn out just above Aiken, for the purpose of allowing the passenger train to pass down. While the latter was at Aiken waiting for the passengers who were at hreaklast, tne former I again took position on the main track, and from some cause or other backed on the down train, by which collision several of the cars attached to the down train were very much broken, but we are pleased to learn that none of the passengers sustained any injury.? A new and bright Comet was discovered on the 22d of October, at the observatory of 15a. roil Senftenberg, in Bavaria, by "vlr. Brorsen. It is stated to have a brilliant nucleus and a conspicuous double tail, one branch being turned towards the sun, which is a rather unusual direction. The Nicaragua route to and from San Francisco seems already to have got out of favor with the travelling public, as we perceive that the passengers by the route, who recently arrived at New-York in the Daniel Webster, com plain greatly of the deceptions practised upon them and the inconveniences winch they expc, rienced, being forty-three, instead ol twenty live days, on the passage. The inconveniences, however, as the Philadelphia I'liblic Ledger justly observes, are doubtless such as have to be encountered in every new undertaking, especially before the business is properly systematized.?Char. Cou. *?? In New-York on Friday, a curious case came up before the Judge in Common Pleas Cham^ hers. It appears that a .Mr. Towsley was in the habit of going to the New-York Exchange Bank and demanding change of certain notes, which they were bound to redeem at a quarter per cent discount, and insisted on handing in his notes dollar by dollar, to the great annoyance of the tellers, who were nonplussed to find a coin small enough to deduct the lagel propo tion on each dollar bill. The party persisted in this perplexing exchange for several days, until at last he was apprehended on a warrant issued by Justice Osborn, on a complaint that his conduc: tended to a breach of the peace After a full hearing of the case, Judge Daly granted the discharge of Mr. Towsley.?lb. ! In an article on the present state and progfa ress of Telegraphs in the United States anil f'anorln tlm Neiv-York Herald estimates the lengths of lines built and in operation in those I countries, to be at from 12,000 to 15,000 miles. The most distant points in communication are : Halifax, N. S., and Quebeck with New-Orleans, ' near 3,000 miles intervening between them, fob I lowing the circuitous routes of the wires. The towns and villages which are accommodated | with telegraph stations amount to between 450 1 and 500, and as there are two or three lines, un- j der different companies, between New York and other principal cities, many of the towns have two or three separate telegraph offices.
