The town pump is again out of order, greatly to the inconvenience of many of the citizens. Governor Hampton has appointed Mr. T. It. Robertson tral justice for Fairfield county. Mr. Robertson hps held the office for two years past, and his re-appointment will give general satisfaction. We learn of the death of Mrs. Easter Herron, the mother of Mr. R. A. Herron, a well known citizen of this agunty. Mrs. Herron had reached the advanced age of ity-two years. SFRMON TO THE YOUNG.-The Rev. J. M. Todd, pastor of the Associate Rteformed Church, will deliver a sermon to the young, by request of the Youmg Men's Christian Associa tion of Winnsboro, to morrow night, in the Methodist Church. There will ba no services in the other churaohs, The public are invited to attend. A negro named Prince Pinkrney was brought to town on Wednesday, chargeid witlh an attempt to commit un outrage upon a respetable lady living in the Loingtown neighbor hood. We trust he will suffer the severest penalty known to the lawv. Our regret is that the amended law -inflicts too mild a penalty. The brute deserves to die on the gal lowy. A CORREcTO.-In THlE NEWs AND HEMiLD of January 25, we published the following, as "showing the spirit of Lancaster" : Mr., U.). Whiiten, tax agent, opened his office in Lancaster Jan uary 10th. During the day he took in $1,060, about one-sevenith of the proposed amount, The people 'were annions to pay. An old coloi-ed man, Wan. DeWalt, better known as "Uncle Billy," insisted on contribu ting a dollar, though he owns no property and is exempt from the poll-tax. Mr, Pettis Chick, whose quota was only $13, said that wasn't enough for Hampton, and paid $50 more, Mr. S. K. This bank is under the ma uagemont of some of the best financiprs in South Carolina, and the fact that gucl a corporation recognizes and supports the Hamp ton Government is a good index of the state of feeling among business men and capitalists gonorally. All over the State the earliest and most libera4 responses to the Governor's call have been from successful busi ness men, The total amount collected by Special Agent Davi>, up to four o'clock, on Friday afternoon, is $1107.13. THE STATE GRANoE.-The State Grange of the Patrons of Husbandry in South Carolina will hold its annu al meeting at Columbia on Wednes day next. Delegates will be passed over the Charlotte, Columbia and Augusta, and the Wilmington, Co lumbia and Augusta Railroad at the special rate of three cents per nail each way. Delegates must purchase round trip tickets - such tickets to be good from the 5th to the 12 inst, inclusive. Over the Greenville ani Columbia Railroad round trip tickets will b? sold at the same rate, from the 5th to the 7th, good for ten days. The same privilege is extended to the families of delegates. On tho south Carolina Railroad excursion tickets will be sold to delegates and their families at six cents per mile for the round trip-being about half the regular rates. The hotels in Columbia make to delegates great reductions in their charges, as will be seen from the following schedule of rates Wheeler House, $2.50 per da3. Columbia Hotel, $2.50 per day. Mansion House, $1.50 to $1.75 per day. Rose's Hotel, $1.40 per day Central Hotel, $15Q per day. gendrix House, $2,00 por day. THE QUBERNAToRfA QUEgTION. The question of the governorship of South Carolina- came squarely before Judge Mackey at Chester, as will be seen from the following telegram from that place, dated January 31 T he habeas coI'pus case of Amzi Rosborough, who was pardoned by G*overnor Hampton, camne up for a hearing to-day before Judge Mackey on the return of the sheriff to the writ. The sheriff in his return de nies that Wade Hampton is Govcrn, or of South Carolina, an~d denies therefore that the paper purporting to be a warrant of pardon is a valid pardon. The case was argued for the pris oner very ably by Gen. WV. A, Walk-. er, and in support of the sheOriff's return by T. C. Gaston, solicitor of the circuit, and John A. Bradley, Jr. Juidge Miackey rendered his de cision immediately upon the close of the argument, holding that Wade Hampton was dilly elected Governor and was installed pursuant to the Constitution. In the couirse of his decision Judge Mackey gahl that i the essence must yield to the matnner and the substance to the forpn, then D. H. Chamnberlp~in has n)ever been Governor of the State ; for the Con-. stitution declares, iln Section 8, Arti.. cde 3, that the Governor shall be installed on a day to be provided for by law, and the General Assembly has never passed an act designating such day, This point has not before been presented in- the case. Judge Mackey announced that he would file his written opinion in the cage on, Strday, A similar case has likewise arisen in Aiken county. Governor Hampton sent to the sherif' a pardon for Benjamin Cato, confined in jail under a sentence for malicious mis chief, and thei prisoner 'was at once released by th~e sheriff Mr, Willdge T.
