Each insurance com pany issuing any policy or policies covering any property or risks located in the City of Clinton shall file with the City Clerk on or before Febru ary 15th of each year a statement under oath showing a 11 premiums collected on insurance policies issued during the preceding year by said company and covering any property or risks lo- cated in the City. Such statement,- however, not to include any premiums reported and shown upon the sworn statement of its agent, but all others. 4. It is hefeby declared that it shall be conclu sively presumed that the premiums charged for the issuance of- any pol icy covering any prop^ erty, real or personal, or risk within the City was collected within the City. Section 12. This ordinance shall be effective from the date of its passage. The license taxes herein imposed are levied for the purpose of raising funds to meet the ordinary annual expenses of the City of Clinton for the fiscal year commencing the 1st day of January, 1961, and for the jjuiv pose of paying in whole or in part legal indebtedness of the said City incurred for ordinary ex penses thereof falling due during the said fiscal year Section 10.
