. H. AULL,, .DITOR. There will be harsh things enough said about South Carolina justice without the State. No profit can come from raging within. We have 1 .en in a deep shadow. Let us look for the light, knowing and l Alieving as Charles A. Dana said, "that humanity is advancing; that there is progress in human life and human affairs; and that, as sure as God lives, the future will be great er and LtAter than the present or the past.' '-Charleston Post. Let us hope So. But there seems to be a general disregard for law and no fear of courts, stalking abroad throughout the land. Not only is human life cheap and the pistol ever ready to take it on the slightest provocation but there seems to be a general disregard for all law and there is not the respect for the courts which prevailed in the olden lime. And yet we do not believe the world is growing worse If violators of law were punished regardless of the position or social standing of the violator it would be well but men should be law abiding from higher motives than those which come from fear of punishment. Take the law against carrying concealed deadly weapons and the man who feels inclined to make a walking arsenal of his person goes ahead and does it just as if there were no law on the stattite books in regard to it. We need to build a healthy pub lic sentiment bath by precept and by example on this question of the enforcement of law. No law can be enforced that is not upheld by a healthy public sentiment. We need also a higher and more sensitive regard for the rights of the other fellow. We need tem. perance in speech and practice and the brighter day of which Mr. Dana speaks will hasten. By this it is not meant that there shall be any compromise with evil or evi do'rs. t.-A justice t--! administered and the law executed without fea1 or favor. A very important factoi in the execution of the law undex our system is the juror. Only th< names of men who are of knowr integrity of character and of sufli cient intelligence to discriminate should be placed in the jury box. The jury system is alright but yor want men of uprightness and a higl: sense of their dtIy and their obli. gation to hold the scales of justic< evenly and withbout fear or favor ao between the person charged witl violation of law and t he conunon01 wealth. The Georgia convict systemt give to the eounties the right to leas< fromi the State w hatever conivic: the counllties miay b)e abhle to use 01 the public roads.
