In order to aid tax-payers in preparing their returns,
the following schedule and classification of taxable articles
is published
. CLASS I?All Properly Engaged in Agriculture.
Tho kinds of property which shall be considered as
employed in agriculture are: All lands actually cultivated
or connected with or contributing to such cul"
tivation, such as wotrtL or pasture 'lands; all slaves,
little, big," old and young, above twelve ye ft 8 of age,
as are properly known and designated as plantation or
x -farm negroes, as contradistinguished from mechanics
or liouse servants or others not connected with n farm
or plantation ; all horses, mules and oxen used as
work animals on a farui or plantation, as contradistinguished
from family horses or horses of pleasure,and
from horses, mules or stock cattle upon si*eh estate
but not actually used in tilling the soil; all ploughs,
carts, wagons aud implements of husbandry generally
used and necessary to the proper cultivation of the

IL The Confederate authorities have made a requisition
upon the State for Two Thousand lubor -s monthly.
The proportion of one-fourth heretofore ca'. . for, had
failed to supply half of this number. In of this
fact and the great urgency of tho demaut labor at
this time, it is deemed expedient to shorten t.ie interval
between the calls, and increase the quota. This is
no violation of the law, for it does not fix the quota of
labor, nor the interval between the calls, but prescribes
that such proportion shall be called for as will fill tho
requsition, giving thirty days notice. Each Division
iu the order fixed will be required to furnish this
quota, and no injustice .will be done, to any.
III. All parties, whether individuals or companies,
who own or employ more thau one road hand, are required
to furuish their quota, (one-half) unless relieved
by-detail from Department Headquarters. Tins can
relievo only those hands permanently engaged 011 the
specific work for which tho detail was granted Coin-'

. IT. Great confusion exists from the'imp&fect man-,
ner In which the names of owners are given to agents
at the several depots. It is the duty of one,, or more
of the Commissioners, to be present to verify tho quota
of each owner, and prepare correct lists.
