WASHINGTON, Dccombor 19.-In the ?Se? nate. Mr. Wilson's resolution, calling on the Secretary of War for a detailed state? ment of the numerical strength of the re? gular army, was adopted. Mr. Morrill introduced a bill 1 incorpo? rate the Potomac Navigation and Trans? portation Company. Referred to tho Com* mittee on tho District of Columbia. Mr. Trumbull gave notice of a bill to en? large the power of the Freedmen's Bureau. A message from the President was read, accompanied by a report from General Grant. Mr. Sumner disapproved of thc report, characterizing it aa l-a whitewashing re? port," which reminded him of the Kansas message of Franklin Pierce, in 1856. Messrs. Dixon and Doolittle replied to Mr. Sumner, defending the message as an able and truthful statement of the facta. In the House, Mr. Farnsworth offered a resolution, which was adopted, calling oi. tho Committee of Elections to inquire into alleged charges of disloyalty against Mr. Harris, of Maryland, and report the same to thc House, together with such action as thev mav recommend. The House, by more than a two-third vote, adopted an amendment to Hie Con? stitution, providing against tho assump? tion or payment by the United States of any debt incurred by tho late Confederate States or any State thereof. Secretary Seward has addressed letters to the Provisional Governor and Governor of Georgia similar to those sent to Ala? bama. From Washington. WASHINGTON, December 20.-The War Department has ordered the. reduction of thc force of white troo* in Georgia, Alabama and Mississippi to seven thousand men. In the Senate, to-day, Mr. Sumner mado a speech on "a bill to maintain the tran? quility of the inhabitants of the States lato- i ly in rebellion." He read a number of j letters, public and private, to show that a spirit of rebellion stu! existed. Mr. Saulsbury, of Delaware, replied, and said there were indications of a split in the Republican partv, and if the President would stand by tho principles of his special message, he would promise him the support of two millions who did not vote for hun. Mr. Cowan also replied to Mr. Sumner, and said the statements made by the latter were all based on anonymous U tters. In the House, Mr. Stephens introduced a Bill to double tho pensions of those who were mado pensioners by casualties of the late war, bo pay thc damages dono to loyal men by the Confederate Government and rebel raiders, and to enforce thc confisca? tion laws, so as to pay- the same out of thc confiscated property of the enemy.
