('or. of The Charlotte Observer, Waco, Tex., May 4.?Torrential rains have fallen all over the eastern half of Texas, including the cotton-growing section. Taking Waco, which is in the center of the most fertile section in this ci 1. :, 1. _ it.'i.i .H'Ul , ? 'I JIVI II.IJJS 111 1I1C 1. UllC'l States, the rainfall has been ten ami one-half inches in seven days. In one night five riuhcs fell, and another afternoon and part of a night four inches, the rem iinder falling another night. The result is that the soil is saturated to its utmost limit. The streams arc raging lloods, higher than since June, 1902, and great damage is being clone, the worst being the setting back of the crops. Inquiries made of farmers and prominent dealers in cotton as to the letencss of the crop bring the responses that it is from three weeks to a month late, and that a great deal of replanting w ill bo necessary, owing to the rains. The spring was very cold and late, and a good deal of cotton is not planted. In favorable seasons a great deal of it is planted in March. Lowland farms are under water for miles and miles. Ten days ago the Brazos river here was but" a ay, of very red water, and far down under its steep banks men were hauling sand. The rains have brought it up thirty feet, and the danger stage is twenty. Thousands upon thousands of people of Waco and the adjacent country lined the banks and the bridges to see the raging stream. Chi one bridge all Sunday night engines were placed, to hold down the structure, threatened by masses of drift wood. A creek which makes into the river and is ordinarily thirty feet wide, is now four miles in width. In the course of talks with cotton farmers whose crops are on sandy land, they said that the heavy rains had washed these lands'badly. It was also learned that some of the more rolling black or wax lands bad also been washed. These continued soakings of the ground make greatly in favor of ^those much dreaded pests, the boll weevil and the boll worm. As has been stated, the farmers appear to dread this worm even more than they do the weevil. Still, they seem to be in good spirits, or at least to take matters easy, and one docs not hear a tithe of the grumbling there is on the part of farmers in the Kastcrn States, particularly among those who raise cotton For one thing the farmers here have no money. Up to a couple ol months ago they held on very tightly to their cotton, but since then they have been quite free sellers, yet much cotton is left, and never was it hvs* ran*A probably the great majority ol fanners were not prepared to care for it, never having held for any great length of time. A great deal of the cotton is consequently damaged, as I have myself seen, snd of course the heavy rains, by causing water to stand where the cotton is laid out on the ground, will increase the damage. Fanners, when asked what they expect to make, say from a quarter of a bale to one-half a bale to the acre It seems to be the rule here, as everywhere else, that what the farmers say is doubted; for example, if one says lie intends to plant very little cotton, it is not believed, but it is thought that liis purpose is to plant more, and so take advantage Jjof his neighbor, who he hopes will plant less.
