The commonwealth is certainly justi fied in protecting the physical health of its future citizens. It is only when the commonwealth would protect the mental and moral qualities of its future citizens, and says, "Until you arc 12 years of ago you must go to school," that the "constitution" and "Democracy" are invoked. And how unreasonable is the invocation; how senseless the claim! The hope of the endurance of the constitution of a free people rests upon the eulightmcnt of cur citizens; and what tnav we expect of Democracy without such a citizenship.?The State. A dozen years ago we heard that Clcmson college was for the sons of "oao-gallus" farmers. Now, when the "oiio-gallus" farmer won't let his son learn to read, we are told that to force that boy to learn to rea i would be a violation of the Declaration of Independence. Many of them arc bright boys and would make their marks in the world iustcud of on paper if they were just given half a chance.?The State. J. \V. Collins Surrenders. Chsrlotte, N. C., Feb 5.?A telephone from Funston, Brunswick County, today says that J W Collins, of Armour, Balden Couuty, charged with tho murdor of a boy there last week, has surrendered himself for trial. Two weeks ago the body of Jeff Davis, a sixteen-year-old white boy who was bound to Collins, was found in Collins's mill pond, by Collins himself, who gave it out that the boy had evidently comunted suicide, and the body was buried. Subsequently the neighbors became suspicious and tho body was exhumed. The boy's nock was broken and there were bruises indicating that he had been killed and thrown into the pond. A warrant was sworn out, and Collins, who is an influential man in tho community, disappear, cd from home. Jumped Into Burning Oil Sistersvill, VV. Va., Feb. 4.? Lansey Owens, a prosperous farm or living about 1-A miles south' east of this city, committed suicido in a horrible manner, aftel an unsuccessful attempt to murder his wife. Maddened thiough jealousy, so it is alleged, Owens shot at his wife with a calibre revolver while both were in the house and then walked to the farm of a neighbor, F T McCullough, whero an oil tank was located, and after setting fire to the oil, deliberately plunged into the burning fluid. When the fire was extinguished and the body recovered it had been burned beyond recognition. The bullet tired at Mrs Owens struck hor just above the right temple and gluuced olf, inflicting a dangerous but not necessarily fatal wound.
