TO ORGANIZE FOR OOOD ROADS Plan Adopted for the Formation of Association in Every Connty. President I'\ FI. Hyatt of the South Carolina Good Roads association is arranging to publish a pamphlet containing tho constitution aad by-laws of tho association and tho plan of organization, arranged by tho secretary, Mr. Ear In Sloan, for the formation of branch associations in tho different counties. The books will also coutaiu the names of the county supervisors and other interesting information. Tho plan is as follows : A branch association of the South Carolina Good Roads association may be organized in each county of the Stato of South Carolina in the following manner : 1. Tho county supervisor and one or more of the county commissioners',of tho related county shall bo advertisement in a couu ty paper issue "n call for all good citizons of count) who may be interested in goon roads to ttfi?emblo at the court house to organize tho couuty branch of the South Car olina Good Roads association on tho ? day of , 19 ?, at tho honr of ?. 2. That at the specified time the supervisor shall call the mooting to order, read the ad vertisement announcing the pur pose of tho meeting, and appoiut a temporary secretary who shall submit for tho signatures of all intended membois presont the followiug form : "We, the undersigned, do hereby subscribe ourselves as members of the brauch of the South Carohua Good Roads association subject to tho constitution provided for such branch associations. (Signatures /oliow.) 3. The county supervisor shall then appoint three tellers and call for the election of a presi-' dent by a majority "vote of the listed members. 4. The president so elected shall then take tlio chair and successively call for and require th? election of a vice-president, a secretary and a treasurer, by a majarity vote of the listed members. 5. The convention shall then adopt the following constitution : (a) The brauch of the South Carolina Good Roads association shall comprise as permanent members all citizens in good standing who may from time to time subscribe to the roll of this association. (b) The officers of the branch of the South Carolina Good Roads association shall be a president, a vice president, a secretary and a treasurer, whose term of office shall bo coordinate with the term of offico of the county supervisor. (c) The branch association may, at appropriate times, elect delegate members to the South Carolina Qood Roads association whose term 6hall be coordinate with the official term of the county supervisor. The number of delegate members so elected or appointed shall equal the number of representatives to which county may be entitled in the South Carolina general assembly. The county su pervisor shall bo one of those member* and be ex officio chairman of the county delegation to the South Carolina Good Roads association. (il) That tlie annual dues of each member shall be (e) The . branch association shall meet not less than mce r year at such t ime* as may be agreed on and as much often,or as the executive board may from time to time detormine.
