Governor ftteyward'u Message. ? Nows and Courier. i r Governor Hey-yard's annual " Jaage wai submitted to the v. ^eneral Assembly Tuesday. It is along and interesting document reviewing the condition of the several departments of the State government, and making suggestions which, in the Governor's opinion, might he adopted by the Legislature in the general public interest. Briedy stated, the Governor recommends: 1. An increase of the assessment on tho taxable propotty o 1 the State, or an increase of the tax levy on the, assessment, in order that tho expenditures of the State may not hereafter exceed its income. 2. Tho same appropriations that were made last year for the 1 support of tho South Carolina Col- 1 lege, tho South Carolina Military 1 Academy, Clemson College, VVinthrop Collcgo, the South Carolina 1 Institution for tho Education of ' tho Deaf and Blind and the Color- 1 ed Normal College at Orangeburg. 3. The most liberal treatment ( of tho common schools of the 1 State; the application of a certain ' 1 per cent of the school funds for the erection of school buildings by county boards of education; an 1 increase in the number of school libraries; the establishment of schools of manual training in the 8 larger cities and towns, and Hie 6 L creation of certain scholarships in tho textile school at (Jlemson Col- * | lego for the benefit of young men from the cotton mills seeking tech r nical training. * . c 4. Tho granting of a University lcbarter to tho South Carolina Col- ^ lage, and tho appropriation of 1 $ 10,000 for the purpose of carrying out tho University pluns of * tho friends of that institution. 5. The adoption of a compul- lw sory education law, making it ob- n ligatory that all children between the ages of eight and twelve years ? shall attend school for a certain * number of months during the n year. 0. Tho continued support of ^ the Department of Agriculture, 81 Comuierco and Immigration, ? which under the management of 11 Commissioner Watson, has fully justified the wisdom of the Leg- ^ i si at i) r o in providing for its estab a lisbment. 7. The establishment of an iniustral school and reformatory as n recommended by tho South Caro- y | ina Federation of Woman's Clubs 'or such an institution. 13.
