Washington correspondent of the New Vork World, under dato of 22d April, says, in reference to the pluu of the Reconstruction Committee for restoring the Union: It has been given out in confidential circles for some days past, that the Radicals were maturing a general plan of reconstruction of the tSoulhern Stales. tt?i f?* I the mysteries of tliis scheme. It appears that it emanated from Robert Dale Owen, who. it is said, submitted it to the President. Veste day the Reconstruction Committee met at nn early hour, wheu theplau was unto ded to the Committee by Thaddcus Stevens. It is understood t at the Committee agreed to it. it is more radical tbnn anything that has heretofore Ooiue from that directiou. It is in the shape of a joint resolution to amend the Constitution , <aud professes to provide for the restoration to / the Southern Slates of all their political lights. The above will probably be reported to the House to-morrow. The statement that this scheme is itpy ? proved tiy tho President is without any foundation in fact. It was submitted to him several days ngo by Robert Dale Owen, but he gave no indication, by word or action, that he looked upon it with favor. There is authority for stating that the President not only disapproves of i?, but regards it as a most dangerous and revolutionary scheme against the rights and privileges of the States, North and South, it remains to be sceu whether Congress can be ^ made to accept it.
